A.Background
Oxfam GB is an international NGO with headquarters in Oxford that works with others to overcome poverty and suffering. Oxfam GB’s Global Evidence Framework is part of Oxfam’s effort to better understand and communicate our effectiveness and promote evidence-based learning. As part of this initiative, Oxfam is seeking to critically assess whether and how its programmes are promoting positive changes in the lives of poor and marginalised people.
It is not feasible for Oxfam to conduct a rigorous impact evaluation for each of its hundreds of projects around the world. Instead, Oxfam is rigorously evaluating a sample of our projects through what are termed ‘Effectiveness Reviews’. Projects are selected from a list of ‘mature’ or closing projects in each financial year, divided into six thematic areas. Occasionally, a country office may request an evaluation on a demand basis, particularly where important strategic decisions require rigorous data on the project impact. One of those impact evaluations is the “The impact of the WASH Humanitarian Project in the Sittwe camps, Myanmar”. Oxfam wishes to engage an experienced researcher to carry out the statistical analysis and report writing from this impact evaluation, fieldwork for which will be conducted in December 2019.
In order to achieve consistency between the various Effectiveness Reviews and impact evaluations carried out around the world, Oxfam is necessarily prescriptive in the processes to be followed. Oxfam will provide relevant materials (including examples of Stata do-files describing the analytical methodology, and a template for the final report) and will support the steps to be taken during the course of the review. While many of the steps in the analysis will need to be adapted to the project under review and to the local context, some standard elements of the process should be followed, to ensure consistency with other Effectiveness Reviews being carried out this year.
The researcher will be supported and overseen in this work by one of Oxfam’s Research Leads.
B.Essential skills and qualifications
- Relevant degree, with quantitative research training and experience, at the Masters level or higher
- Ability to communicate effectively in English
- Strong experience in analysing household survey data from low-income countries, with a thorough understanding of the strengths and the limitations to be aware of in interpreting results
- Extensive data analysis experience with STATA
- Excellent report-writing skills
- Excellent interpersonal skills and ability to build good relations
- Excellent planning, coordination and prioritisation skills
- Adaptable and flexible approach to work
- Demonstrable commitment to key principles of protection of vulnerable people, gender equity, and accountability to beneficiaries
C.Key tasks
Preparatory work:
- Review the documentation about the project
- Review the sections of the report already written by the Research Lead who conducted fieldwork. This will include details about the evaluation design, sampling and outcome indicators.
- Review of the questionnaire and household data.
- Review of the latest do-files describing the statistical methodology.
- For the entire duration of the consultancy, review and comply with the Oxfam Responsible Program Data Policy within the context of the General Data Protection Regulation (GDPR), an approach outlined in the Going Digital case study, available at https://oxfamilibrary.openrepository.com/bitstream/handle/10546/620884/cs-going-digital-gdpr-181019-en.pdf?sequence=1
Data cleaning, analysis and report-writing:
- Data cleaning and construction of outcome indicators (including the WASH and Resilience global indicators used by Oxfam and indicators that are specific to the projects being evaluated), based on Oxfam’s Stata do-file templates.
- Data analysis using propensity-score matching robustness checks (including multivariate regression models and different matching techniques) based on Oxfam’s Stata do-file templates.
Complete a comprehensive but readable report, following the comments and instructions provided in the text, including:
Description of the analytical methodology
Tables showing outcome estimates, accompanied by description and interpretation
Overall conclusions from the results and learning considerations
An executive summary, describing the overall approach for the evaluation and the results.

Debriefing process with the country team:
- The draft report and do-files will be reviewed by a Global Impact Evaluation Adviser and subject to a quality assurance process.
- The draft report will be shared and reviewed by the programme team and partners.
- Participate in a debriefing call with programme team and partners to present and discuss the results and formulate the learning points coming from the evaluation.
- Incorporate any feedback or additional contextual understanding coming from the debriefing call.
- Incorporate the learning points generated from the evaluation.
D.Deliverables
- Final evaluation report (signed up by the country team and approved by the quality assurance process).
- Stata do-files, showing all the steps taken in data cleaning and analysis, with annotation.
- De-identified data and material ready for publication, according with Oxfam Guidelines for Responsible Data Handling Section V.2.
E.Time commitment
- The assignment is expected to take approximately 16 working days to complete.
- The first version of the report is expected to be shared with the country team by mid February 2020.
- The debriefing process is expected to take place by end of February 2020.
- The final report is expected to be completed by mid-March 2020.
F.Payment schedule
The gross amount of 30% will be paid up-front, whereas the remaining amount of 70% will be paid upon successful completion of the assignment (i.e. once all deliverables have been submitted to and approved by Oxfam).
