Programme Advisor

Oxfam South Sudan is looking for an experienced Programme Advisor to provide strategic lead on Identifying new entry points with national stakeholders and develop existing partnerships and relationships.
In this role you will provide strategic support to the Development Programme manager in his/her relations with government, academia, civil society, and with the wider political and civic leadership, to ensure that the Oxfam programmes are in line with national priorities and are developed and sustained in a consultative manner. You will also be responsible for the technical coordination in designing new projects jointly with the Development programme manager, supporting feasibility studies, supporting contract management and quality reporting. Design, and carry out knowledge development and training activities to national counterparts in government and civil society. Identify and build the capacity of community-level organizations, and link their work to the strategic national goals of resilience and conflict reduction.
To be successful in this role you will have an advanced professional qualification, or equivalent experience in a relevant specialism such as agriculture, economics, development or other sociological area. You will also have significant experience in socio political analysis, policy and strategy development with proven advisory, advocacy and government engagement experience. A good understanding of Program Cycle Management in emergencies or development environments and experience in fast-paced and difficult contexts will be required for this role. Experience working in the Horn of East and Central Africa would be advantageous.
