Position: Research Consultant to develop a policy brief outlining current gaps and opportunities related to using tax, budgeting and social spending policies to support sustainable and equitable development in Myanmar.

1.BACKGROUND & PURPOSE
Globally, evidence suggests progressive taxation, budgeting and public service provision are key pathways to reducing inequalities. Across many countries, Oxfam and ActionAid have found that these policy levers can be effectively harnessed to support adequate revenue mobilisation that in turn can support the delivery of essential services that respond to the needs of diverse women and men, girls and boys, particularly those living in poverty.
In Myanmar, where poverty and inequality remain pronounced, tax revenue is low. Compounding this issue, national level budgets have tended to allocate limited resources towards essential public services, including health, education and social protection. However, it is precisely these services that disproportionately benefit women and girls and those living in poverty. Furthermore, ensuring progressive and gender responsive public financial management is critical to the government’s ability to achieve the priorities set out in the Myanmar Sustainable Development Plan and commitments made to realizing the Sustainable Development Goals.
Oxfam and ActionAid in Myanmar are seeking to develop a policy brief based on succinct analysis of current taxation, budgeting and social spending trends in Myanmar and identifies critical gaps and opportunities to ensure a more progressive and responsive public financial management system going forward. This policy brief is meant to synthesize a range of published and unpublished research and evidence to support key recommendations for national and state/region-level government.
The policy brief will support ongoing policy and influencing efforts in Myanmar.
