Oxfam is looking for an experienced humanitarian policy advisor ready to lead Oxfam’s policy development and lobbying on emerging or critical humanitarian crises around the world. The post is part of Oxfam’s Humanitarian Surge Personnel team (HSPs), our leading humanitarian team which deploys in acute emergencies.
As a Humanitarian Policy HSP, you will be deployed into country and response teams dependent on current crises and Oxfam priorities. Deployments may be a few weeks, but may also be up to 6 months. During this time you will work as a member of the country team.
You will work on issues such as: What needs to happen immediately to save lives? Who is most at risk and why? How can people better access humanitarian aid? How can they be better protected? Who needs to change their approach to achieve this? Are people being listened to and able to shape the response? What are the longer-term implications of what is happening? And what can Oxfam do?
Your team will vary between deployments. You will report to a campaign manager where there is one, or the country director where there is not. You may manage national staff and be responsible for recruitments and inductions. You will work with media and comms colleagues, acting as a media spokesperson where required.
You will lead policy development on the crisis, providing expert analysis and advice on a range of humanitarian issues, and develop lobby strategies. You will lead the development of advocacy strategies, identifying the key issues Oxfam should work on. You will form alliances and represent Oxfam to UN and government officials and diplomats. You will support the lobbying of national civil society organisations, particularly women led and women’s rights organisations. Working with Oxfam offices in capitals around the world, you will identify where and how change needs to happen.
