Objective of the assignment
Oxfam in Afghanistan is scaling up its humanitarian response to meet the basic needs of vulnerable returnees, conflict induced Internally Displaced People (IDP) and drought affected communities. Oxfam is implementing its humanitarian response activities in Kunduz, Herat, Daykundi and Nangarhar provinces with its national NGO partners, Afghan Development Association (ADA), Assistance for Health, Education and Development (AHEAD) and New Consultancy and Relief Organization (NCRO). Oxfam’s humanitarian response has been covering emergency WASH, Livelihoods protection and support, cash assistance, where gender and protection are mainstreamed. As of July 2018, Oxfam with its partners, Women for Afghan Women (WAW) and ADA, has started implementation of a new multisector project in Kunduz province including WASH, multipurpose cash, targeted protection assistance to gender based violence (GBV) victims. This project is funded through Global Affairs Canada (GAC).
The main objective of this consultancy is to support Oxfam in Afghanistan humanitarian team and its partners in effective mainstreaming of protection in Emergency Food Security and Vulnerable Livelihoods (EFSVL) and WASH activities as well as build the capacity for implementation of the targeted GBV program.
Consultant’s key roles and responsibilities
- Participate in national protection coordinator recruitment (interview panel, written test)
- Review Oxfam and its partners’ programs and system in terms of Protection mainstreaming and targeted GBV protection in case of WAW
- Review existing protection mechanisms at the national and regional level (clusters, sub-clusters, line ministers, departments, community-based) and develop recommendations on how Oxfam and its partners can effectively interact and contribute to existing mechanisms
- Assess Oxfam and its partners’ team capacity on protection issues
- Develop a training plan and materials based on the capacity assessment of Oxfam and its partners on beneficiaries’ protection and Do No harm principles.
- Provide the training and mentoring support to Oxfam and its partners according to the agreed training plan
- Provide practical training on handling protection related cases during the emergency response
- Provide technical support to Oxfam and its partner's MEAL departments in the monitoring of protection mainstreaming and targeted GBV protection assistance in emergency response
- Provide support in establishing the system and approaches on protection needs assessment, analysis, documenting, planning and monitoring in emergency response according to Afghanistan context
- Develop contextualized and practical guidelines as a methodology for protection mainstreaming in EFSVL, WASH activities and targeted GBV protection programming.
Consultant requirements
- Graduate in humanitarian/protection/health sector;
- Technical knowledge, skills in targeted GBV protection programming and mainstreaming of protection in EFSVL, WASH activities in emergency response and proven track record of similar assignments;
- Proven evidence of strong experience in capacity building;
- Experience of working with field team and partners;
- Demonstrated facilitation, coaching and mentoring skills;
- Sensitivity to cultural differences, and the ability to work in a wide variety of cultural context;
- Excellent written and verbal communication skills in English;
- Strong analytical skills;
- Ability and willingness to travel extensively;
- Previous work experience in Afghanistan, knowledge of local languages is desirable;
Oxfam in Afghanistan roles and responsibilities
- Provide free accommodation and food in its Guest House in Kabul. Cover the food and accommodation costs during the field visits;
- Provide 1 round-trip flight ticket of consultant between the home destination and Kabul. Provide local transportation and domestic flights during field visits;
- Oxfam will be responsible for the security of consultant and provide security briefing, advisory. The consultant will sign and follow Oxfam’s security and safeguarding policies and procedures;
- Support the consultant in the planning and arrangement of meetings with various internal and external stakeholders;
- Support the consultant in arranging the travel and logistics for field work;
- Support the consultant to the extent possible to have access to the targeted locations, communities;
- Support the consultant in accessing relevant documents from Oxfam;
