Oxfam in Greece is the Greek registered branch of the Dutch affiliate Oxfam Novib and is looking for:

Senior Protection Officer in Lesvos

Job Purpose: The successful candidate will lead in the implementation of an Oxfam protection project on Lesvos. This will include establishing and running gender-appropriate community-based protection activities, managing Oxfam’s legal partners and other strategic partners, data gathering and protection analysis and reporting, in addition to supporting Oxfam’s local, national and international advocacy actions for improved protection of migrant and refugee rights.

Dimensions: The successful candidate will be part of a small team of protection and advocacy staff working closely with refugees and migrants arriving in Greece. They will be one of the first points of contact for refugees and migrants and will regularly work with individuals and community groups on gender-appropriate community-based protection activities. The candidate will work closely and provide ongoing support to Oxfam’s legal partners and other strategic partners to implement a cohesive protection response and will also work hand in hand with advocacy staff to feed into advocacy, policy and communications initiatives at local, national and European levels and meet advocacy and campaigning goals. They will be responsible for developing protection strategies and activities and managing partnerships to ensure delivery against agreed outputs. This includes budget responsibility and human resource management to ensure quality and timely implementation. Decision-making will require significant levels of judgement based on technical experience, with support from line management.

KEY RESPONSIBILITIES

Implement Community-Based Protection Activities

  • Mobilize migrants and refugees to take part in the Community-Based protection activities (protection Focal Points and a women’s group)
  • Conduct training on protection principles, service mapping, referrals, SGBV prevention and response, threats analysis. Organize monthly meetings and arrange regular training and capacity building activities.
  • Work with the women’s group and/or focal points to identify and implement a protection action plan and community-based protection activities; Support groups to raise their concerns with relevant duty-bearers.
  • Coordinate with Oxfam’s strategic partners to deliver joint activities (focusing on info sessions) and build their capacity in community-based protection through coaching and mentoring.

· Ensure that Oxfam’s protection work addresses the gender dimensions of the crisis and develop specific community-based activities aimed at improving gender equity and prevention of SGBV.

Protection Monitoring, Analysis and Reporting

  • Establish, coordinate, and run a mechanism for gathering, analyzing and reporting on protection issues and keep up-to-date with the changing protection environment for women, girls, boys and men.
  • Develop a community-based approach to protection analysis and data gathering.
  • Write weekly reports, organize and carry-out quarterly thematic protection/advocacy reports, including data gathering.
  • Work with Oxfam advocacy staff to build the capacity of partners to report on protection issues
  • Advise the Head of Mission and advocacy staff on current and upcoming protection issues and make suggestions for improvements to the policy and practice of the Government, UN, civil society and other actors.

Partner Support and Coordination

  • Support partnership coordination, provide technical support, quality oversight (MEAL) and trouble-shooting
  • Support Oxfam’s legal partners to organize, plan and run project activities with the affected communities
  • Network and maintain good relations and collaboration with strategic partners to expand the reach and impact of Oxfam’s work

Representation

  • Develop alliances with other agencies with a view to enhancing coordination, and adopting complementary approaches, including active participation at the Lesvos Protection Working Group, Legal Actors Meeting and other relevant inter-agency meetings as required
  • Provide support to the Head of Mission by identifying issues of concern, suggesting solutions and drafting talking points.

Support to Policy and Advocacy

· Coordinate and collaborate with Oxfam’s advocacy and media/communications staff to support a comprehensive and unified approach to protection in Greece.

  • Work with the advocacy and media/comms staff to develop a program evidence based advocacy strategy and to collect case studies and thematic information
  • Apply a protection lens to advocacy and media activities and products to ensure they are not exposing people to further harm

Project Administration and Management

· Manage the protection project on Lesvos and deliver against agreed plans, budgets, and strategies.

· Write regular reports on the project activities and impacts

· Oversee the project administration tasks as per Oxfam procurement and admin requirements

MEAL and Donor Reporting

  • Maintain a sound MEAL framework for all protection activities, including capacity support to partners
  • Write narrative reports and provide statistical evidence against indicators

Fundraising Support

  • Draft Concept Notes and support content gathering for fundraising activities.

Other Activities as Required

SKILLS AND COMPETENCE

Essential

  • 3-5 years of relevant work in the field of refugee and migrant protection and/or social work/development
  • Excellent English written and verbal communication, including ability to fluently articulate key protection issues.
  • Applied knowledge of refugee and migrant protection
  • Experience running community based protection activities / working with community groups or community volunteers
  • Sound understanding of the gender-related aspects of protection work and a commitment to gender equity, diversity and equal opportunities
  • Experience of establishing and managing referral mechanisms
  • Analytical thinker with strong report writing skills
  • Independent and able to manage time effectively
  • Very good interpersonal skills, particularly in networking, working with communities, local civil society and local authorities.

Desirable

  • University degree or equivalent in a relevant discipline (law, social work, social science or similar field)
  • Legal or social work background and/or knowledge of refugee law and international protection mechanisms
  • Experience supporting partnership development and capacity building
  • Experienced trainer, especially on protection concepts, SGBV or other relevant topics
  • Working knowledge of Monitoring, Evaluation, Accountability and Learning (MEAL)
  • Understanding of evidence based advocacy and campaigning work.
  • Understanding of SGBV prevention and response mechanisms
  • Experience working in complex and challenging environments
  • Fluent in Greek
  • Fluency in Arabic, French, Farsi or Dari is a strong asset

Employment Conditions

Type: Greek National Open-Ended Contract

Location: Lesvos with possible travel to Athens
