Myanmar: MEAL Coordinator (Consortium) (Re-Advertisement)

The role: This position will be part of the team who will lead the implementation of a multi-year programme providing high quality WASH services to more than 80,000 IDPs living in displacement camps in Sittwe, Rakhine State. Oxfam works in partnership with Solidarites International (SI) in this programme, and in close collaboration with Camp Management Agencies and other accountability and WASH actors. Whilst the context is humanitarian, people have been living in IDP camps for five years – and the overall approach of this programme is to transition to community development approaches promoting strong community engagement and community ownership of facilities and services within the IDP camps. This requires a strong focus on the upgrading of WASH infrastructure, with a transition to community ownership. Many transitional strategies are to be developed and implemented across the camps, with a view to the transition of services to external agencies (government or private sector), an increase in market-based approaches, greater investment in community mobilization, accountability, protection, and new approaches to hygiene promotion.

A MEAL coordinator is sought to develop and lead new approaches to monitoring, evaluation, accountability and learning within this dynamic programme. The programme’s MEAL has a strong focus on accountability, piloting a variety of approaches to develop two-way information flows between IDPs and humanitarian actors. The role will also lead the piloting of an integrated online platform to track and map infrastructure, service requests, and feedback.

Level: International, C2

Employment term: Fixed-Term (Until 30th September 2020), or minimum 18 months if preferred.

KEY RESPONSIBILITIES

Monitoring, and Evaluation

· Coordinate the design and implementation of robust MEAL systems for the Programme including monitoring, evaluation and learning framework (MELF), MEAL activity plan, MEAL tools.

· Lead the implementation of an innovative online case management and monitoring system to track and map out infrastructure and other service requests

· Manage the data collection for key programme deliverables to demonstrate qualitative and quantitative changes over time. This will include the collection of primary data collection as well as secondary sources.

· Identify ways of evaluating impact for both service delivery and the programmes transition to community ownership and other longer-term approaches

Accountability

· Work with a third-party specialist organization to develop, implement and monitor diverse accountability and information flow systems, including proactive community listening exercises.

· Strengthen upward (including donor) accountability by undertaking comprehensive reflection and reporting processes across the consortium

Evidence-based Learning

· Coordinate the development and implementation of a knowledge management framework, feeding learning into programme strategy, and ensuring programme knowledge is being captured and shared with key stakeholders including the Programme Steering Committee

· Facilitate regular reflection and learning processes, with the consortium ensuring lessons are clearly documented.

· Coordinate and produce key learning documents for internal and external sharing

Capacity building and Coordination – staff and partners

· Design and coordinate project workshops to ensure clear understanding, buy-in and ownership of MEAL frameworks, processes, and tools

· Undertake MEAL skills building of programme staff through formal training and coaching and mentoring as required

· Monitor use of and effectiveness of MEAL tools

· Work with the MEAL officers to develop and deliver training materials for MEAL standards

SKILLS AND COMPETENCE:

· Minimum 5 years’ experience of improving effectiveness of humanitarian and development programmes and demonstrating tangible outcomes for poor and at-risk women and men

· Sound understanding of project cycle management in international development

· Strong technical competence and experience in development of MEAL systems and strategies, quantitative and qualitative monitoring and evaluation methods, data analysis, reporting and understanding of contemporary trends and debates in the field including innovative M&E

· Practical experience of mainstreaming gender in development, advocacy or humanitarian work

· Experience of knowledge management frameworks

· Proven experience of upward and downward accountability approaches and mechanisms

· Strong interpersonal skills and ability to communicate in English clearly both verbally and in writing and with all levels of staff

· Systematic and organized in approach, with ability to work on own initiative including accuracy, consistency, attention to detail, tenacity and the ability to work under pressure

· Ability to work in a fast paced ever changing context across a broad range of functions

· Proven experience in participatory MEAL practices

· Proven ability to advise, train and coach others on MEAL

· Demonstrable ability to think creatively and practically to improve Monitoring, Evaluation, Accountability, and Learning
