Oxfam Novib is responding to the issues of mixed migration in Greece, engaging in direct service provision, protection activities, gender mainstreaming and advocacy. We work to ensure that the rights of migrants, including refugees, are respected and protected. In Epirus Oxfam has a programme including; WASH, Shelter and Protection, working in sites and urban contexts.

Field Officer SMS

Based in Epirus

Purpose of the function

The Field Officer/ Site Management Support (SMS) will be responsible for supporting the relevant Greek authorities in the day-to-day management of a specific site, and coordinating the implementation of Oxfam activities in that site, including shelter, WASH, NFI and food distribution, and protection.

SMS-specific activities will entail supporting the implementation of coordination mechanisms and tools to ensure relevant and accessible services, fill gaps and avoid duplication, and building and strengthening effective partnerships with a diversity of stakeholders at the site level.

KEY RESPONSIBILITIES:

  • Provide daily coordination of Oxfam activities in the site, including working closely with the engineering and protection teams

  • Work closely with sector-specific teams to ensure integration between SMS and other sectors.

  • Lead the support for the Site Manager on SMS-specific activities in the site, such as coordination, population registration, monitoring of infrastructure upgrades, distribution of food and NFIs for new arrivals, and CwC

  • Develop site-specific strategies and plans, including strategies for the regular and participatory engagement with the communities

  • Roll out a community engagement framework to ensure that all activities in the site are carried out in a participatory manner; and prioritise the voices of women and minority groups

  • Maintain a robust feedback system within the site

  • Identify gaps and needs in service provision in site and work with Team Lead to develop proactive solutions and strategies in agreement with the responsible Greek authorities.

  • Implement standardized CCCM tools and ensure consistency and quality of reporting.

  • Provide regular reports of site-based SMS activities against agreed strategies, principles, implementation plans, and donor requirements.

  • In collaboration with the MEAL team, ensure the implementation of projects complies with quality standards and are monitored in accordance with pre-defined objectives and indicators.

  • Provide all necessary support to the Field Officer/SMS team lead to complete SMS reporting and other information required by the Greek authorities

  • Manage a small budget to implement site-based projects

  • Ensure full compliance with Oxfam and donor financial and procurement guidelines and policies.

REQUIRED SKILLS AND COMPETENCE:

• Minimum 5 years of professional work experience with at least 3 years’ experience in humanitarian, development or socially-focus projects with an international or national NGO;

• Bachelor’s degree in social or political science, or an additional 2 years of relevant of field experience;

• Fluency in written and spoken English and Greek;

• Proven capacity to adapt to a dynamic and changing operational environment;

• Strong computer skills; including competency with Microsoft Office;

• Commitment to gender equality; including the empowerment of women and girl; excellent communication skills including interpersonal skills.

DESIRED SKILLS AND COMPETENCE:

  • Knowledge of Farsi, and/or Arabic;

  • Familiarity with the Epirus region
