Purpose of the Job
The Project Manager (PM) will be responsible for project managing key security risk management transformation and transition projects for Oxfam, including the continued development of an Oxfam wide security management system.

The PM will project manage capacity development of the OI management line in security risk management, ensure a timely and effective handover process from Affiliates to the OI line, and will project manage and support implementation and continuing development of the Security Working Group (SWG) work-plan.

Key responsibilities
1.-Project manage capacity development of the OI line in security risk management

• Develop a learning and development strategy, building on agreed documents, focused on capacity building of the OI line (HQ, Region, and Country).
• Work initially with Temporary Security Referents (already identified for each region) until the OI Regional Security Advisors are fully operational, and with the SWG/GST to implement the strategy.
• Monitor, track, and support progress where necessary, implementation of the strategy and report to the Security Management Transition Steering Group (SMTSG) monthly.

2.-Project manage the handover of security risk management, line management, to OI

• Using the agreed OI handover criteria, develop a handover action plan for each region with clarity on sequence, tasks, roles and responsibilities, and dates.
• Use the sequencing tool/action plan above to track and monitor status and progress during the transition period, against the agreed OI handover criteria.
• Report on progress monthly to the SMTSG.

3.-Project manage the Security Working Group (SWG) Workplan

• Manage the development and implementation of the SWG work plan; ensuring that policy, resources and tools are aligned with the 2020 model.
• Ensure consultation with, and involvement of, key Affiliates in revisions to policies, processes and tools, and ensure sign-off processes are followed and approval given (where necessary) in a timely manner.
• Continue to develop the work plan as necessary, so it remains relevant during the change process, in consultation with the SWG.

4.-Project manage the continuing development of an Oxfam wide security management system

• Support the continuing development of the 2020 security management model and Oxfam wide system which includes: provision of security expertise to affiliates and regions; policy and standards; crisis management expertise; monitoring and information management; learning and development and networking and representation.
• Work with the SMTSG to agree roles and responsibilities of the new ways of working including development of job descriptions and a transparent selection process for the Global Security Team (GST), in line with agreed HR processes.
• Revise and develop a new SWG Terms of Reference following the creation of the GST.
• Develop and implement a Communication Plan to ensure dissemination of information on security risk management ways of working, the 2020 model, transition plans, and continuing development of the Oxfam wide security management system.
• Ensure all information is available on Oxfam platforms (such as Sumus/ Compass, BOX, Oxfamily, Workplace etc.)

What are we looking for?
Candidates will be required to demonstrate experience and achievements of the following areas:
• Experience in strategic project management.
• A good understanding of the current Oxfam restructuring process.
• Ability to facilitate organisational change by engaging in a participatory and collaborative environment including ability to guide stakeholders/group with differing priorities to appropriate and useful outcomes.
• Excellent strategic thinking, analysis and decision making competencies.
• Excellent interpersonal and communication skills, ability to work effectively at all levels
• Excellent active listening skills.
• Strong representation, negotiation and influencing skills, often at very senior level, to represent security risk management issues within the Confederation
• Proven ability to organise own work effectively, and to deal with ambiguity and changing contexts.
• Understanding of security risk management approaches and systems in an INGO context is desirable.
• Fluent in English (written/spoken), and desirable French and Spanish.
• Ability and willingness to travel for short visits.

What can we offer you?
Contract type: Fixed term – 18 months.
Location: Post based in Barcelona or Oxford.
Gross annual Salary if based in Barcelona: 38.733 Euros
Gross annual Salary if based in Oxford: £30,375 - £38,608 (depending seniority, etc.)
Incorporation: Asap.
