Team Purpose
To effectively drive a Public Health Engineering (PHE) interventions to reduce WASH-related diseases and improve quality of life in Ukraine. Oxfam`s PHE work aims to support communities by working through partners including water utilities (vodakanals), heating companies, and municipalities to restore and maintain services, typically through provision of equipment. The team also works with national NGOs on topics including solar power water pumping, repairs to toilet and shower facilities in ‘communal centres’, and rural wash. The team aims to ensure that responses are technically sound, and work to trial innovative approaches which could benefit the whole humanitarian WASH response. The team also provides limited support to partners running small shelter programmes, typically repairs to homes and apartment buildings. We aim to do all of this with a community engagement approach.
All team members will be expected to foster an appropriate working culture built on Oxfam’s values, respectful and cognizant of power imbalances internally and between Oxfam, our partners and the communities we serve and in line with Oxfam’s partnership principles. All Oxfam staff are expected to promote and use a safe-programming approach in all humanitarian responses, to be accountable for ensuring community participation shapes programme decisions, and actively seek a partnership approach and worked following feminist principles including strong awareness of power dynamics.
Job Purpose
To effectively lead, manage and drive the Oxfam response in Ukraine, roving between offices in Kyiv, Odesa and Kharkiv. Overall responsibility for the technical appropriateness and quality of activities undertaken by Oxfam, including activities undertaken with our public sector and NGO partners. Overall responsibility for appropriate assessment and development of appropriate interventions. Overall responsibility for PHE strategy.
