Team Purpose
To work with Programme team and Oxfam KEDV’s partners to design and disseminate Information and data to a large public.
Job Purpose
The Information and Data Management Officer will be responsible for designing, improving, and operationalizing the Information Management System (IMS) in Turkiye. The post holder will work to build synergies and aligned reporting and processes across all bases & Country Program, Region, and HQ. The post holder will also enhance the current IMS in place and support the roll-out and development of new databases in collaboration with the Programmes and MEAL Team. Additionally, the post holder will support with data visualization and quantitative data analysis.

- Ability to distil complex technical information into accessible and usable formats for non-specialists, including through data visualization and reporting.

- Sources of information are diverse, ranging from secondary source to data collection in program and non-program areas, often requiring judgement on credibility and accuracy.

- Essential experience in information and data management, gained through professional work both inside and outside of the organization, with experience in the humanitarian or development sectors preferred.

Key Responsibilities:
Design, improve, and operationalize the IMS in Turkiye:
- Support the development and implementation of the IMS in Turkiye.
- Work with program and MEAL teams to identify data collection needs and ensure that data collection processes are standardized across all bases and programs.
- Establish effective data quality control processes and ensure the integrity and reliability of the data collected.
- Ensure compliance with standards and norms and promote data security GDPR, data protection, and responsible data-sharing.
Data Visualization and Quantitative Data Analysis:
- Support the data visualization, including GIS Data, using relevant software such as QGIS, Power Bi, Excel.
- Contribute to quantitative data analysis using relevant software applications such as Survey CTO, Excel, STATA, and SPSS/writing data queries for analytical purposes
- Monitor the quality of data and information management activities for integrity, veracity, reliability, and credibility.
Primary and Secondary Data Analysis:
- Support the analysis of primary and secondary data for interpretation and evidence-informed decision making.
- Identify and obtain the needed data and information elements required to produce analysis and information products.
- Promote the collection of baseline data and indicators.
Skills and Competence:
- Degree in Information Management, Data Science, Statistics or any other relevant field.
- At least 3 years of experience in a similar role, preferably in an international humanitarian organization.
- Knowledge and experience in Information Management and Monitoring and Evaluation concepts and processes.
- Excellent skills in data analysis, visualization, and presentation.
- Proficiency in relevant software applications such as QGIS, Power Bi, Excel, Survey CTO, STATA, etc.
- Excellent verbal and written communication skills in English and Turkish.
- A proven record of mentoring and capacity building of teams and partners
- Ability to work well under pressure and in respond to changing needs
- Diplomacy, tact and negotiation skills
- Excellent communication and cross-cultural management skills
- Excellent command on English language, Turkish is a plus
