The Accountability Officer for Oxfam KEDV Turkey Earthquake Response is a multidimensional position that requires strong organizational, analytical, and communication skills. The successful candidate should have experience in MEAL preferably in the humanitarian sector. He/ she should have strong capacity building skills, the ability to distil technical information into accessible formats for non-specialists and be able to assess the credibility and accuracy of different sources of information. Work patterns for the role are non-routine and often high pressure, requiring adaptability to changing circumstances, and a commitment to maximizing the sharing of lessons learned to inform program design and improve project outcomes.
Job Purpose
The Accountability Officer will be responsible for managing complaints and feedback from program staff and beneficiaries in the field, ensuring the integrity of information received. This role involves managing the YWC database, documenting and aggregating YWC data, and providing detailed summaries of complaint issues to feedback the program team during team meetings/ and monthly reports.
Key Responsibilities:
- Design and implement the CFRM strategy for the OXFAM-KEDV earthquake response in Turkiye
- Sensitize community members on the available complaint mechanisms and how to use them
- Ensure a proper filing system for all the complaints and feedback received through the CFRM.
- Support with monthly data validation.
- Aggregating CFRM data from the field
- Identify complaint and other feedback trends that indicate where the Programs can improve.
- Provide ad hoc reports as requested concerning complaints and other beneficiary feedback.
- Receive and respond to beneficiary complaints under the direction
- Follow up on complaints and feedback internal referrals with appropriate field base and sectors and respond to raised pending issues.
- Routine Monitoring and Evaluation of the CFRM
- Support on-going monitoring and evaluation (M&E) of projects
- Support field teams to collect information on potential case studies and success stories.
Skills and Competence:
- 1-year experience working in a related position in particular Humanitarian experience.
- Formal training in Accountability, Monitoring and Evaluation, Data Management, Core Humanitarian Standard, Data Quality Assurance (DQA) is an asset.
- Skills and experience conducting data verification, analysis, reporting, and monitoring.
- Good interviewing skills.
- Experience managing a CFRM process is an advantage.
- Ability to lead on detailed logistical tasks such as those required for fieldwork or when organizing events.
- Excellent skills in oral and written communications.
- Strong quantitative and qualitative analysis skills are an advantage.
- Strong organizational, planning, and prioritization skills.
- Excellent IT skills.
- Fluency in Turkish and English language.
- Good writing, editing, and presentation skills.
