The role: To develop a research report on inequality in Myanmar.

Level: National Plus, C2

Employment term: Fixed – Term (4 months)

Report to: Director of Advocacy and Communications

KEY RESPONSIBILITIES:

· Oversee and project manage national inequality research

· Explore diverse methods for qualitative and quantitative data gathering in context of limited data availability

· Develop detailed methodology for Oxfam in Myanmar inequality research with team in country

· Work with the national team to identify research targets and allies to be brought into the research process and host discussions with civil society actors on the methodology, content and use

· Carry out relevant data analysis across range of available data sets (household surveys, sector focused surveys, commissioning smaller surveys where needed)

· Manage and hold a series of focus group discussions and key informant interviews

· Carry out detailed case studies to capture experiences and aspects of inequality across Myanmar

· Recruit and manage local research support

· Analyse policy trends, direction and legislation which have the potential to contribute to deepening inequality

· Lead drafting of research in close collaboration with Oxfam’s global issue leads

· Produce final report on inequality in Myanmar

SKILLS AND COMPETENCE:

· At least 5 years experience working in international development, with research and advocacy/policy experience

· Strong research skills – both quantitative and qualitative

· Thematic knowledge on inequality, gender, tax, key social services (social protection, education, health) is desirable

· Relationship building and networking skills

· A university degree relevant to research, public policy, political science or other relevant social sciences.

· Project management experience

· Significant public policy analysis, advocacy and research experience.

Thinking and understanding:

· Proven analytical skills and ability to think strategically for research design and to implement the approach.

· Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of programme work.

Working effectively with others:

· High level interpersonal and communications skills.

· Fluency in spoken and written English.

· Ability to influence and liaise effectively with key stakeholders.

· Ability to represent the organization /the program in high profile environments (external and internal).

Leading others:

· Proven experience in ability to support capacity development of others in a country context.

Other:

· Ability to travel to remote areas in the programme area sometimes for extended periods.

· Understanding of national and international issues related to the programme.

· Commitment to an understanding of Oxfam's aims values and principles.

· Understanding of gender, diversity issues and demonstrable commitment to promote gender and diversity equality.
