Consultancy Service to Deliver Capacity Building Training & Coaching On “MEAL” TO 3 PARTNER ORGANIZATIONS under the program

BACKGROUND & Context

Oxfam is a global movement of people, working together to end the injustice of poverty. That means we tackle the inequality that keeps people poor. Oxfam is working in 90 countries with partners and allies around the world to find lasting solutions to poverty and injustice. We help people build better lives for themselves, and for others. We take on issues like land rights, climate change and discrimination against women. Oxfam works with a range of partners to help communities to earn a living and to ensure that they have access to food and water as well as education. We respond to humanitarian crises. And we are helping to build a strong civil society so that human rights will be upheld, and communities will have a say in the decisions that affect them.

Oxfam has been working in oPt since 1982 and supports humanitarian, development, campaigning and advocacy programs both in the West Bank and Gaza including East Jerusalem targeting the most vulnerable communities. In total, Oxfam works with more than 60 partner organizations in oPt. Together we are working to find ways to improve the livelihoods and rights of these communities.

Partnerships lie at the core of how Oxfam understands the world and its role in working for change. Oxfam believes that partners capacity influences their ability to initiate and sustain change, as well, a well-functioning partner often have strengths that can enable success. Therefore, Oxfam always sought to strengthening its partners organizational and institutional capacity. Within this framework, Oxfam planned to improve its local partners organizational (MEAL) systems based on its CAMSA (Common Approach to MEL and Social Accountability) requirements to be aligned with Oxfam and donors program quality standards. The improvement intended also to cover partners' data collection approach to ensure its accuracy and meaningful value that will eventually lead to have proper judgment about the project/program progress/impact.

To this end, Oxfam conducted a MEAL capacity need assessment for selected partners in March 2021. A master MEAL capacity building plan for 12 partners was produced based on the identified MEAL needs and gaps and was presented in the MEAL Capacity Assessment report.

At the current stage, Oxfam seeks a consultancy service to deliver a capacity building training & coaching on “MEAL” to 3 partner organizations in accordance with the master MEAL capacity building plan. The 3 NGOs are Oxfam main partners in the program “Promotion of inclusive agricultural growth to ensure improved living standards and resilience of vulnerable communities in area C of the West Bank”.

“Promotion of Inclusive Agricultural Growth to Ensure Improved Living Standards and Resilience of Vulnerable Communities in Area C of the West Bank” is a three-year project funded by the European Union (EU) and implemented by Oxfam in cooperation with the Palestinian Ministry of Agriculture (MoA) and in partnership with the Economic and Social Development Center of Palestine (ESDC), the Rural Women Development Society (RWDS) and the Palestinian Farmers Union (PFU). Therefor, this activity is funded by the European Union (EU).

Overall objective

Oxfam is seeking a trainer/firm to provide a training and coaching on MEAL for 3 partner organizations staff in the West Bank, namely, PFU: Palestinian Farmers Union; ESDC: Economic & Social Development Center; and RWDS: Rural Women Development Society. A total of 10 participants are expected to participate in this activity.

The overall objective for this training is to enhance participants capabilities to perform MEAL activities effectively and efficiently. According to pre-developed master MEAL capacity building plan for the 3 partners, the requested service shall include:

A. Off Job Training /General Review on the Following Topics: MEAL Concepts and Definition, the project cycle of MEAL, logical model, Results framework, developing tools to measure indicators, Results-oriented approaches, Accountability and MEAL, Gender mainstreaming in MEAL, Feminist MEAL, Establishing and sustaining a MEAL System

B. Off Job Training/General Review of the Following Topics: Defining roles and responsibilities for monitoring, development of monitoring plan, development of indicators (both qualitative and quantitative), The Indicator Performance Tracking Table (IPTT), design Performance Management Plan, Feedback-and-response mechanism.

C. On Job Training /Coaching of the Following Topics: Development of (MEAL) Plan, The LFA, Methods of data collection and analysis, preparing the M&E budget, developing of ToRs for MEAL actions such as (baseline/end-line study, preparing the Evaluation ToR), and conducting (baselines /endlines, project monitoring reviews, project evaluation ...etc.)

D. On Job Training /Coaching of the Following Topics: Different approaches to evaluation, evaluation of results (Relevance, Impact, Sustainability, Efficiency, and Efficiency), evidence-based approach, social accountability mechanisms, and use of MEAL data for decision making, learning, and continual improvement.

Terms of Reference

The deadline for submission of bids is September 30, 2021 at upon conditions in the RFQ dossier.

Responses (Offers) shall be sent only to (procurement.ramallah@oxfam.org)

Offer shall be sent in 2 separate files - PDF format - (one for Technical Offer and one for Price Offer)

The technical proposal should include the following:

a) Objectives -understanding of the scope of the assignment.

b) Technical offer including a preliminary causal approach, design, methodology, and comments on the ToR are also invited.

c) CV of the consultant(s) including list of similar works

d) Detailed budget on a separate sheet.

Oxfam does not bind itself to award the tender to the lowest offer and reserves the right to accept the whole or part of the tender.
