The Role:

Oxfam is looking for Area Manager.

Job Purpose:

Oxfam’s Area Manager will provide overall leadership across programmes and projects in Shan (Northern) State, focusing on the delivery of high quality and strategic interventions that reflect the context and are underpinned by gender, context and conflict analyses. S/he will play a leading role in building a coherent strategy for N. Shan, focusing on promoting localization and local/community-led processes on humanitarian response and recovery with a strong focus on the nexus approach. The position will foster, build and strengthen relationship with important stakeholders, including local civil society groups, LNGOs and liaise with UN agencies, donors and other INGOs. In addition, s/he will need to represent and promote the values of Oxfam in their leadership and management style and approach as this will be a core role representing Oxfam in Shan State.

Key Responsibilities:

Programme Strategy & Implementation

  • Oversee the implementation of all of Oxfam’s humanitarian and development programmes and projects in N. Shan and ensure close coordination and alignment with other Oxfam interventions in N. Shan/ Kachin State
  • Develop and implement a comprehensive strategy for N. Shan, promoting localization with strong focus on Community Based Protection, resilience, gender justice, and safe programming.
  • Work closely with local partners, build relationship and develop joint programming and strategy.
  • Develop capacity building plans for local partners and community-based groups based on the local context and need.
  • Effectively collaborate and strategically influence key stakeholders and humanitarian community in Shan State to work towards durable solutions for affected communities and the most marginalised groups.
  • Represent Oxfam in Shan State and meaningfully engage with other INGOs, UN agencies, and local civil society
  • Guide and oversee technical support to the programme, to drive continual quality improvement and innovation and ensure that Oxfam is driving change for and with the communities it works with.
  • Lead continuous development of analyses for Northern Shan State, including but not limited to, needs assessments, conflict analyses, protection risk analyses, and gender power analyses.

Programme Quality & MEAL

  • Ensure that humanitarian projects implemented by Oxfam in Shan State, Myanmar are of high quality and meet global standards (Core Humanitarian Standards, SPHERE etc.)
  • Lead on development of innovative strategies to meet the needs of the protracted humanitarian crises in Shan (Northern) State.
  • Promote systematic programme review/evaluation to ensure that lessons learned are documented and shared in-country, and with staff from the region. This role is to support Programme Quality and MEAL team to make sure learning effectively informs future responses.
  • Ensure high quality, regular programme monitoring, with information being used to ensure programme quality and relevance at all times.
  • Ensure that Oxfam’s programmes are in compliance with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
  • Ensure high level of compliance with internal project and contract management systems (OPAL and CRIMSON)
  • Participate in regular programme learning events and reflections.
  • Produce and support the development of clear, accurate and audience-specific communications and products (e.g. donor reports, proposals, concept notes, internal briefings, etc).

People Management and Human Resources

  • Mentor and build a strong, supportive, diverse and committed team to lead programme interventions in Shan (Northern) State
  • Be a champion for Oxfam values and support staff to understand and adopt them in their work and relationships.
  • Promote diversity, inclusion and empowerment in day-to-day work and among colleagues at Oxfam and in working with partners.
  • Ensure transparent and consistent implementation of Oxfam’s HR systems and policies in Shan (Northern) State.
  • Line-manage staff in accordance with Oxfam’s performance management systems, demonstrating high standards of accountability and transparency.
  • Supporting and collaborating with Safeguarding colleagues and focal points, ensure N. Shan based staffs and partners understand and follow Oxfam’s Code of Conduct and all safeguarding processes and procedures etc.
  • Support the continual professional development of all N. Shan based staff, ensuring that appropriate support and development mechanisms are in place.

Safety and security

  • Assume co-responsibility for staff safety in Shan (Northern) State operations in coordination with Oxfam’s Security Coordinator.
  • Ensure all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner to relevant colleagues.
  • Provide Security Coordinator and Country Director with relevant and timely updates in relation to risk management and mitigation in relation to N. Shan.

Financial

  • Provide oversight management of all project contracts for N. Shan, according to donor requirements.
  • Liaise with finance team to ensure monthly budget analysis and variance reporting across all relevant project and accounts takes place and is shared.
  • Liaise with finance and project management colleagues to ensure accurate budgetary forecasts take place, the timely release of grant funds and internal budget monitoring in compliance within Oxfam's financial systems.

What we are looking for:

Skill and Competence:

Essential

  • Previous humanitarian leadership and management experience – at least five years’ experience working in humanitarian and Development programmes in complex/ sensitive contexts settings.
  • Degree in development or humanitarian assistance, social science, or other relevant fields; or equivalent level field experience.
  • Proven experience with managing large and multisectoral humanitarian or development projects and programmes – preferable projects funded by large institutional donors such as ECHO, BMZ, USAID, FCDO etc.
  • Demonstrated capacity for strategic thinking and ability to respond effectively and strategically to changing contexts and new challenges.
  • A strong understanding of, and experience with, risk management.
  • Strong experience in capacity building and the mentoring of others. Demonstrated high level facilitation, coaching and mentoring skills.
  • Sensitivity to cultural differences, and the ability to work effectively and respectfully with people from a range of background and experiences.
  • Evidence of knowledge on conflict sensitivity and Do No Harm approaches and how to apply these to humanitarian programming and in building a strong, collaborative and inclusive team.
  • A firm commitment to human rights and the centrality of protection in humanitarian action.
  • Sound understanding of the conflict context and dynamics in Myanmar.
  • Experience of working with local partners and practical knowledge of good partnership principles.
  • A strong commitment to gender equality and women’s empowerment and knowledge of how to apply these to humanitarian work.
  • High level of people management and strong leadership skills, as well as demonstrated experience in managing diverse and high performing teams.
  • Ability to represent Oxfam externally, with international and national actors, with strong diplomatic and negotiation skills. Experience with advocacy and influencing an asset.
  • Excellent communication skills, verbal and written, in both English and Myanmar.
  • Ability and willingness to travel regularly to project sites.

Desirable

  • Proven technical expertise in Protection, GBV, Gender in Emergencies, Disaster Risk Reduction, WASH, or multisectoral humanitarian response.
  • Ability to communicate in local languages spoken in Northern Shan State.
