Myanmar: Humanitarian Programme Advisor

The role: To support the strategic development, quality and impact of the humanitarian programme in Myanmar, particularly the continual development of the team (including partners) through provision of advice, guidance, support and training.

Level: National Plus, C1

Employment term: Fixed – Term (until 30th June 2018)

KEY RESPONSIBILITIES:

capacity building

§ Lead on identifying capacity and gap analysis among humanitarian team members and develop investment plan.

§ In collaboration with technical leads and relevant resources, undertake necessary capacity building for humanitarian action as required.

§ Support the continual professional development of the humanitarian team through a combination of approaches – on-the-job support and guidance; training; technical advice etc

§ Review and continually develop Oxfam’s humanitarian capacity building strategy. Lead on design and fundraising for this strategy.

humanitarian advocacy and networking

§ Lead review/update humanitarian advocacy strategy and system for information sharing and data collection for humanitarian advocacy communications and media purposes on.

§ Together with HPM and advocacy and communication team, ensure timely and effective humanitarian advocacy is being performed to enhance humanitarian space, accountability, women’s rights, availability of funding for humanitarian emergency, particularly for national actors.

§ Together with HPM, identify appropriate areas for generating evidence and lead on ensuring evidence based advocacy.

§ Explore and identify partners/actors in country for developing evidence based advocacy in humanitarian context in a collective approach.

§ Represent Oxfam in relevant humanitarian coordination mechanisms and technical working groups in Yangon/coordinate with sector leads representing Oxfam in humanitarian architecture (Including the HA close microphone CG)

DISASTER PREPAREDNESS

§ Lead on reviewing and updating appropriate Contingency Plan (Disaster Preparedness Plan) of Oxfam.

§ Provide technical support to local partners on strengthening disaster preparedness system and structures.

§ Ensure all tools, guidelines and procedures required in emergencies are in place and well socialised among Oxfam humanitarian staff.

§ Lead on seeking resources and organising capacity building initiatives to Oxfam and partners on disaster preparedness.

§ Support Oxfam field bases for development of specific contingency plan in each location ( Rakhine and Kachin).

§ Engage in global preparedness initiatives such as Start Network and lead on identifying relevant Oxfam initiatives/projects in Myanmar to ensure collective response in emergencies.

humanitarian funding

§ Work closely with funding team to map out humanitarian donors including private sector and support HPM and Country Leadership Team for further engagement for humanitarian funding

§ Contribute to the writing of funding proposals as and when required.

§ Responsible for donor reports of humanitarian projects and support HPM ensuring that monitoring, reporting and learning systems are all in place.

§ Donor liaison, networking and regular consultation.

programme quality

§ Ensure that gender/ protection analysis is conducted and mainstreamed in any humanitarian action.

§ Lead on development of innovative strategies in chronic IDP/humanitarian situation of Rakhine and Kachin.

§ Identify and document current good practices in Oxfam’s humanitarian programming and capture learning / lessons learned.

§ Promote systematic programme review/evaluation to ensure that lessons learnt are documented and shared in-country, and with staff from the region. This role is to support HPM to make sure learning effectively informs future responses.

§ Work closely with HPM to reflect added value of Oxfam in capacity building to the partners including Oxfam and what positive changes Oxfam can bring to them.

§ Ensure that gender equality and women’s leadership is a central part of Oxfam’s humanitarian work.

§ Work closely with the Humanitarian Programme Manager, providing back-up support wherever needed.

§ Cover for the HPM in an Acting Role during periods of absence.

§ Provide strategic and technical advice to the humanitarian programme team and partners

§ Link with the Global Humanitarian Team to facilitate appropriate support for the Myanmar programme, based upon request

SKILLS AND COMPETENCE:

§ Previous humanitarian leadership and management experience – at least five years – with international organisations

§ Proven evidence of strong experience in capacity building and mentoring to others

§ Masters Degree in a relevant subject

§ Experience of working with partners and good practical knowledge of good partnership principles

§ Demonstrated facilitation, coaching and mentoring skills

§ Sensitivity to cultural differences, and the ability to work in a wide variety of cultural context

§ Evidence of knowledge on conflict sensitivity and how Do No Harm Approach can be well formulated in humanitarian programme.

§ Strong willingness to support professional development of others

§ An ability to play in active external influencing role with an ability to nuance messaging appropriately and negotiate in a non-confrontational/alienating manner.

§ Strong experience in proposal writing and donor reporting

§ Excellent written and verbal communication skills

§ Tact and diplomacy. High level facilitation skills

§ Strong analytical skills

§ Ability and willingness to travel extensively.

§ A strong commitment to Gender equality, Diversity issues, Equal Opportunities and Capacity Building
