For our work in the Idai/Kenneth Humanitarian response in Mozambique we are looking for a

GENDER Coordinator (Mozambican nationals only)

Location: Beira, with frequent travel in-country

Contract duration: until 31 March 2020 (renewable)

Job responsibilities include:

The position will support the Oxfam Humanitarian team and Oxfam partners to practically and strategically institutionalize integration of gender in the cyclone Idai and Kenneth response. Oxfam’s new humanitarian approach, including community engagement, adopts a feminist approach and a local humanitarian leadership approach, has also be incorporated into the work of the programme

Technical

  • Lead on the inclusion of the findings from the rapid gender analyses already conducted in Sofala and Cabo Delgado provinces and translating the recommendations in program design, implementation, monitoring and evaluation to ensure the risks, needs, priorities and challenges of women, men, boys and girls; their access and control of resources, the differing gender roles before and after the crisis; the GBV risks; coping mechanisms and opportunities are considered throughout;
  • Develop a Gender Strategy linked to the response strategy and the Oxfam in Mozambique Country Strategy; with a corresponding gender action plan in coordination with country plans;
  • Support, provide recommendations, technical advice and guide programme management/SMT and technical leads in ensuring GiE MS are implemented and adequate gender mainstreaming measures are included in sectoral strategies and action plans and in internal practices

Leadership

  • Ensure representation and coordination in local, national and regional meetings (internal and external coordination meetings)
  • Develop the Gender Justice Working Group and/or Gender in Emergencies working group in coordination with Cosaca partners.

Management

  • GIE and gender standalone program/project design, implementation and financial management including on-going monitoring and evaluation of activities
  • Support area managers in matrix managing and providing technical guidance to Gender Officers in field locations.

We are looking for candidates who meet, as a minimum, the following requirements:

  • Graduate Degree from a recognized University/college in Gender Studies or International Development or any other Social Science related area that can bring added value to the job.
  • Relevant experience of 7 - 10 years for Post graduate holders, including gender equality, gender analysis gender mainstreaming and gender budgeting, planning, programme cycle management, preferably in an international NGO out of which at least 3 years should be supervisory/managerial experience
  • In depth understanding of gender and power issues in Mozambique and exceptional technical competence in gender equality, women’s rights and reducing Gender Based Violence in humanitarian action and in long term development contexts and programming
