KEY RESPONSIBILITIES:
Strategic Leadership
- Developing and implementing Oxfam’s portfolio of programmes in the Philippines
- Developing, adapting, and embedding the country programme’s Strategic Partnership Model across the organisation
- Through multiple forums, develops and manages a diverse portfolio of external partners that both aligns with the Strategic Partnership Model and supports high quality delivery of Oxfam’s Country Strategy in the Philippines
- As convenor and lead for the Partnership Development & Sustainability Team (PDST) leads the development, implementation, and continuous improvement of a suite of effective and appropriate partnership assessment and capacity development tools in collaboration with technical and unit leads
- As convenor and lead for the PDST ensures that partnership assessment and capacity development activities are conducted and communicated to partners in a way that reflects the spirit and intent of the Strategic Partnership Model and places a focus on relationship at the centre
- As lead of the PDST ensures that partner selection for individual projects is fully aligned with the Strategic Partnership Model and that decision making fully reflects the results of capacity assessments, analysis by technical, operations, and business development teams, that the process is inclusive of partner organizations, and that there is open and ongoing communication with partners as to status of the selection process throughout
- Facilitates a range of spaces across multiple mediums for potential, current, and past partner organizations to reflect upon and feedback their experience in working with Oxfam across a broad number of themes, and ensures that this input is reflected in improved ways of working and subsequent iterations of the Strategic Partnership Model, as well as all relevant partnership tools and communications
- Works across the organization to ensure consistency and cohesion in all communication and interactions with partner organizations and that these interactions are always collaborative and respectful and conducted in the spirit and intent of the Strategic Partnership Model
- Leads on any partnership-related challenges and seeks to resolve them in a mutually beneficial and amicable way by ensuring open and transparent communication between all parties
Project Development and Delivery
- Facilitates an open and safe space for potential, current, and past partner organizations to engage the country programme in incubating and developing new concepts and projects and innovative and fresh ideas to programming, ensuring that due recognition is given to those originating ideas as required
- Oversees the activities of Project Development & Management Teams (PDMTs) to ensure that proposal/bid and programme development is grounded in a participatory approach and is fully aligned with the Strategic Partnership Model, in particular through ensuring that potential and currents partners are equal stakeholders in the process of proposal/bid and project development
- Oversees the activities of PDMTs to ensure that partner organizations are equal stakeholders in project management, reporting, and MELSA and that the way that we engage with partners in these areas is fully aligned with the Strategic Partnership Model
SKILLS AND COMPETENCIES:
Essential
- Degree in relevant discipline
- Significant experience in programme management at senior level and across a range of programmes (including, but not limited to resilience, gender, and humanitarian programmes)
- Significant experience of and proven ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations including government agencies, CSOs, NGOs, and private sector institutions
- Demonstrated capacity to influence and/or develop partnership strategy
- Previous experience of managing and developing a team with a demonstrated capacity to lead high performing teams, and motivate and develop others
- Able to be a behavioural role model across the organisation with regard to working in partnership
- Mature understanding of transformation derived from direct experience in a development and/or humanitarian context
- High level of influencing skills with proven ability to establish credibility at all levels
- Well developed analytical and strategic planning skills with the ability to influence the wider country programme strategy
- Sound understanding of gender and gender mainstreaming approaches
- Demonstrated ability to identify and implement opportunities for innovation
- Demonstrated track record of improving efficiency and effectiveness in areas of responsibility
- Excellent communication skills and fluency in written and spoken English and Filipino
Desirable
- Masters degree in development, social policy, or related discipline
- Previous experience working with private sector actors
