The role: To lead Oxfam’s economic justice advocacy and programme work related to the Right to Food programme, an advocacy and governance programme, funded by the Strategic Partnership Project, a partnership between Oxfam Novib and the Dutch Government, with a footprint in Kachin, Northern and Southern Shan state.

Report to: Economic Justice Program Manager, matrix managed by Advocacy and Communications Manager

KEY RESPONSIBILITIES:

· Liaison with project partner on a weekly basis, to develop and implement strategy, support on influencing activities, and advise on and help implement institutional support, and joint learning.

· Liaison with project partner and key allies (LCG in particular) for practical coordination and in relation to joint activities in the field of policy, capacity building

· Retaining an overview of wider developments in Myanmar with regard to land and forest and investment policy and practice, including at the level of government, political parties, state level, and in the specific intervention areas of the project

· Assess the project partners institutional capacity needs in relation to the project objectives, and coordinate, (and in many cases implement),

· Provide technical support to the partner in particular on research, advocacy, analysis and production of policy briefs

· Support the Country Director, Economic Justice Programme Manager and Advocacy and Communications Manager in contacts with project donor

· Publically represent the project and Oxfam in relevant fora and alliances along with CD, EJ manager and Advocacy and Communications Manager where necessary

· Represent the project (supported by the project officer) in national and international alliances

· Work closely with other key team members (Advocacy and Communications Manager, Economic Justice policy officer) to engage with key allies and networks in country on core programme issues

· Review, edit, or (co)author English language materials related to the project, including policy briefs and other published materials.

· Provide active input to MEAL activities.

· Liaise with other parts of Oxfam in Myanmar’s Economic Justice programme, as well as Governance, Humanitarian, and Advocacy and Communications, to achieve synergies.

· Contribute to leading advocacy work of Oxfam’s overall Kachin programme within which the Right to Food programme sits

· Ensure the programme makes local to global linkages with Oxfam’s advocacy work in relevant areas, and benefits from knowledge and learning from comparable Oxfam interventions in other countries in the region and further afield.

· Ensure that the work under this programme takes women’s needs and rights into account – through analysis, advocacy, partnership support and programme activities

· Support the project policy officer to ensure that programme monitoring and evaluation requirements are met

· Support the project policy officer to manage the programme budget in line with planned activities

· Ensure that programme activities and processes are documenting for wider learning and knowledge development

· Manage the programme policy officer.

SKILLS AND COMPETENCE:

· At least 5 years experience working in international development, with advocacy and programme experience

· Thematic knowledge on land and forest governance

· Strong diplomatic and networking skills

· A university degree relevant to food security, agriculture, land, forests, or natural resource management, or related to political science or other relevant social sciences.

· Project management experience

· Experience of working on natural resource governance, community empowerment and CSOs strengthening.

· Significant public policy analysis, advocacy and research experience.

Thinking and understanding:

· Proven analytical skills and ability to think strategically for programme design and to implement the approach.

· Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of programme work.

Working effectively with others:

· High level interpersonal and communications skills.

· Fluency in spoken and written English.

· Ability to influence and liaise effectively with key stakeholders.

· Ability to represent the organization /the program in high profile environments (external and internal).

Leading others:

· Proven evidence of leadership skills including challenging, motivating and developing a team through periods of programme development and change.

· Ability to work with others to develop strategy into action and communicating and influencing this to a wider audience.

Other:

· Ability to travel to remote areas in the programme area sometimes for extended periods.

· Understanding of national and international issues related to the programme.

· Commitment to an understanding of Oxfam's aims values and principles.

· Understanding of gender, diversity issues and demonstrable commitment to promote gender and diversity equality.
