KEY RESPONSIBILITIES:

A. Partnership Support

  • Manages partnership assessment activities relating to functions under his/her management and ensures that assessments are conducted and scored in line with the country Strategic Partnership Model, outsourcing these functions as required and appropriate
  • As a member of the Partnership Development & Sustainability Team (PDST) provides clear and evidenced-based recommendations as to the efficacy of engaging with individual partners in relation to functions under his/her management, working with other PDST members to ensure that all decisions within the team’s purview are supported by sound evidence and an agreed decision-making process
  • As a member of the PDST provides technical input to the development of capacity development plans for individual partners in relation to functions under his/her management
  • For all functions under his/her management ensures the provision (outsourced or in-house) of high quality capacity development for partners in a timely manner and in line with agreed capacity development plans
  • Ensures that all communications with partners are collaborative and respectful, being mindful to collaborate with relevant Partner Relationship Managers to ensure consistency and cohesion in communications

B. Financial Management

  • Manages relevant third-party suppliers and in-house operations staff to ensure that all accounting and cash management processes are compliant with both donor requirements and Oxfam policy, procedure, and guidelines
  • Ensures consistent implementation of best practice financial management practices with the intent of minimising risk and optimizing efficiency
  • Ensures the provision of high quality monthly budget variance reports to the CMT, Partnership Relations, and Programme Quality and Development Teams, providing guidance, commentary and capacity building as required
  • Ensures that all donor financial reports are prepared in a timely and accurate manner and in accordance with donor format and requirements
  • Ensures the provision of timely and effective financial input to the proposal development process, ensuring budgets are accurate, reflective of the Strategic Partnership Model, and optimise cost recovery
  • Plans and manages the annual budgeting process in a timely manner and in line with Oxfam guidelines and best practice
  • Ensures the regular review and maintenance of forecasts for all sources of funds to ensure that they are up to date and accurate
  • Ensures the timely finalisation of all financial audits in line with statutory, donor, and internal requirements
  • Reports audit findings to the CMT and other relevant stakeholders as necessary and ensures that all audit recommendations are acted upon and cleared in a timely and efficient manner
  • Provides timely and accurate internal finance and KPI reporting in accordance with Oxfam requirements

C. Business Development

  • Ensures the development, maintenance, and implementation, of a proactive and forward-looking country funding strategy that will support the delivery of the Oxfam Country Strategy and is consistent with the requirements of the country Strategic Partnership Model
  • Ensures the development and implementation of a proactive and forward-looking plan that will provide the foundation for the country programme to successfully compete for competitive bids and tenders
  • Ensures the development and strengthening of donor and development contractor knowledge and networks, and that they are put to effective use in furthering the country programme’s fundraising and business development goals
  • Ensures high quality and timely donor reporting in line with individual donor formats and other donor requirements
  • Ensures effective and timely donor contract management and improvement of KPIs

D. Logistics

  • Ensures timely and cost-effective procurement in compliance with donor and Oxfam policy, procedure and guidelines, and national law
  • Ensures effective, timely, and cost-efficient fleet management in line with Oxfam policy, procedure, and guidelines, and best practice
  • Ensures cost-effective warehouse management in line with the contingency plan, Oxfam policy, procedure, and guidelines, and best practice
  • Ensures effective maintenance and management of assets including maintaining current insurance in line with Oxfam policy
  • Ensures timely and accurate internal and external logistics reporting as required

E. Human Resources

  • Ensures the design, development and implementation of a country HR strategy and its translation into an HR functional plan
  • Ensures the provision of sound leadership and advice to country teams on all aspects of HR policy and strategy, including talent management, performance management, recruitment, rewards, workforce planning, health and safety, and workplace relations and culture
  • Ensures high quality recruitment and induction support to all teams
  • Ensures compliance with Oxfam HR policy, procedure, and guidelines, national labour laws, and best practice throughout the country programme
  • Ensures timely reporting for HR functions and up to date HR information systems
  • Ensures timely and accurate management of the payroll and rewards functions
  • Ensures coordination with other INGOs in-country on key HR policy and practice

F. Administration

  • Ensures the efficient administration and maintenance of country offices including ensuring physical office security and welcome and arrangements for guests of both the country program and locally-based regional staff
  • Ensures the provision of a high quality and cost-effective travel and accommodation booking service for country and locally-based regional staff
  • Ensures the provision of high quality advice and timely processing for visas and work permits for country and locally-based regional staff

G. IT

  • Manages outsourcing partners and self-service requests to ensure the efficient functioning of the IT system including ensuring regular maintenance, back-ups and support to all staff
  • Supports global IT initiatives and ensures the adoption of IT technology according to Oxfam requirements and best practice

SKILLS AND COMPETENCIES:

Essential

  • Bachelor’s degree in accounting, finance or related discipline
  • Previous experience of managing and developing a team within an INGO setting or similar, with a demonstrated capacity to lead high performing teams, and motivate and develop others
  • Demonstrated capacity to manage a team covering at least two of the functional areas (finance, human resources, logistics, IT, fundraising, or admin)
  • Proven ability to work collaboratively in partnership with experience of working with civil society actors
  • Mature understanding of transformation derived from direct experience in a development and/or humanitarian context
  • Demonstrated experience of strategic leadership and capacity building
  • Highly developed financial management, planning and budgeting skills
  • Sound understanding of institutional donors and previous experience in producing high quality donor reports
  • Sounds understanding of gender and gender mainstreaming approaches
  • High level of influencing skills with proven ability to establish credibility at all levels
  • Demonstrated track record of improving efficiency and effectiveness in areas of responsibility
  • Sound understanding of and commitment to gender mainstreaming
  • Excellent communications skills with fluency in written and spoken English and Filipino

Desirable

  • Master’s degree in finance, business or relevant discipline
  • Membership of a recognised accounting body
