SCOPE OF THE ASSIGNMENT:
- In collaboration with Oxfam and project partners, with guidance from Oxfam’s Global Impact Evaluation Adviser, assist with:
- Designing a feasible sampling strategy (determine sampling frame)
- Identifying a valid comparison group (may require field visits to gather information on potential comparison communities)
- Preparing a list of sampled intervention and comparison households (around 1000 in total) and a list of replacement households
- Designing the household questionnaire in English
- Have the household questionnaire translated into Filipino by a professional translator
- Prepare a detailed budget and schedule for the actual data collection process with surveys to be administered through mobile devices/tablets. Oxfam will provide mobile devices for the data collection, the SurveyCTO server, and provide support on how to install the SurveyCTO app and manage the data flow. Oxfam can program the survey in SurveyCTO as well, if need be. Please make sure that the proposal clearly presents whether the consultant or Oxfam will program the survey
- Recruit field supervisors and enumerators (all women; final number to be determined in consultation with the Oxfam team)
- Lead and organise a thorough in-house training workshop (3 days minimum) for enumerator candidates and supervisors (including arranging all logistics, such as finding venue, printing, stationary, etc.)
- Lead and organise a one-day piloting exercise with enumerators and supervisors (including arranging all logistics, such as car rentals), including a debriefing session following the exercise
- Carefully prepare the field work, in collaboration with the supervisors, by visiting all intervention and comparison areas prior to the field work to (1) introduce the survey to region/district/village officials as appropriate, (2) confirm the list of project participants and (3) make all required appointments for interviews
- Prepare all required field work logistics as appropriate (set up mobile devices/tablets or print questionnaires, rent cars, etc.)
- Manage the survey work in the field (approx. 2 weeks), ensuring that the enumerators survey the correct households, interview the correct person(s) within the household (according to the agreed protocol), data collection is carried out to a high standard and meets legal requirements (e.g., GDPR), that data is uploaded to the server regularly (ideally at the end of each day), and that targets for numbers of respondents to be interviewed are met (est. 1000). The consultant is expected to be present in the field throughout the data
- Consult Oxfam’s Global Impact Evaluation Adviser regarding any problems that could affect the selection of households for the survey or the number of households to be interviewed
- Write a brief field report on the data collection activities, including the details of any problems that were encountered, how each problem was addressed, and any feedback that could be useful for future surveys
DELIVERABLES:
- A brief written description of the sampling strategy for both intervention and comparison households
- Training materials for enumerator/supervisor training
- A finalised household questionnaire (English and Filipino). A finalised, detailed data collection plan indicating (1) the number of households interviewed each day, (2) the precise location of each of these households, and (3) the supervisor/enumerator team responsible for each of these interviews
- A finalised budget clearly indicating the allocation of the budget to the various data collection components
- A detailed list of all sampled intervention and comparison households indicating (1) the unique household ID, (2) the name of the person interviewed, (3) the region (4) the province, (5) the city/municipality, and (6) whether the household was interviewed and, if not, the reason for why the household could not be surveyed
- Successfully completed (high quality) questionnaires of at least 400 intervention households and 600 comparison households
- A brief report on the conduct of the field work, including details about any problems which were encountered and how they were resolved, and any feedback which may be useful for future surveys
SKILLS AND COMPETENCIES:
- Relevant university degree and postgraduate degree required
- Knowledge and experience of working in ARMM, with strong understanding of women’s empowerment and women’s participation in peacebuilding activities in the area
- Experience in administering household surveys
- Preferably as a field supervisor/coordinator responsible for monitoring data quality
- Preferably using mobile devices/tablets for data collection
- Exceptional attention to detail in carrying out surveys
- Strong management skills – able to organize the work of teams of enumerators to complete the work on schedule and to the required standard
- Basic information technology skills
- Command of English and Tagalog. Familiarity with local language in ARMM, preferred
