The Programme Strategy Team’s contribution to impact happens through support to strong programming in Economic Justice, Gender Justice, and Sustainable Water for all across a range of contexts, from poor to rapidly-developing middle income countries, among which many are fragile and affected by conflict; and through contributions to the impact of others outside of Oxfam. In support of this we work with others to enhance the quality of, and funding for, Oxfam programmes by developing more integrated, evidence-informed, analysis and strategy-driven approaches to programming; drive higher quality knowledge and learning; and increase the influence of our thought and practice internally and externally.
About the role
The purpose of this role is multi-faceted. It brings coherence and forward-looking direction to OGB’s programme quality and effectiveness practice, holding the vision and overview for the collective organisational investments in programme design, MEL (Monitoring, Evaluation and Learning), ICT for Development, impact evaluation and evidence uptake. Strategic leadership of this foundational area will come from you. You lead the thinking on ‘hard to measure’ spaces and identify interdependencies otherwise not apparent at programme level. As a highly influential representative of Oxfam externally, as a spokesperson, writer and partner, you will play a leading role in developing alliances and significant external relationships. Contributing also to the Oxfam cross-confederation spaces, the role shapes thinking and incentives to support and strengthen collective efforts to improve our understanding of quality and achieve impact.

You will be an adept strategist with an understanding of how change happens and how quality is achieved through programme design. An experienced evaluator and communicator, you will be comfortable talking to programme staff, new professionals and leading thinkers alike. We expect you to be a strong advocate for the systematic use of evidence in programme design, policy making, and programme communications. Sharing leadership of a high performing team and contributing to PSI’s overall impact will be something you take in your stride.

Salary:£39,380 to £49,823 depending on experience
