ABOUT THE ROLE:
Logistics
- Manage quotations and tender level procurements in cost effective, timely and transparent manner for overall project. Ensure donor & Oxfam GB policies and procedures while carrying out procurement
- Ensure the quality control and best value for money while carrying out all the procurements
- Ensure that HELIOS system is updated all the time
- Responsible checking completeness and forwarding suppliers’ invoices to Finance
- Ensure continued good relations with suppliers and that contractor and service level agreements are accurately monitored and reported on
- Ensure procurement filling is up to date and all documents filed and referenced properly for audit purpose
- Ensure asset inventory is continually recorded/ monitored and updated in coordination with Country Logistics Officer
- Coordinate with other project staff for warehouse activities, arranging the transport and distribution of goods in timely manner
- Maintain suppliers/service database and ensure regular performance evaluation of suppliers
- Ensure accountability, transparency and gender consideration while carrying out the Logistics Work
- You may be expected at any time to provide assistance on the areas of Warehousing & Distribution, Transport & Communication, and IT
Administration
- Arrange staff travel requirements (domestic and international) and hotel booking. Support project staff in obtaining visas for different countries. Ensure that Security Travel Authorization is complete for any staff travelling to Mindanao
- Submit timely payment requests to finance for release of payments to hotels, air ticketing, mobile and utilities bills etc. Ensure timely payment to vendors
- Arrange internal and external events / training and workshop
- Manage the custody of the office petty cash as may be delegated
- Update travel authority tracking sheet on daily basis
- Establish good relationship with government departments / agencies. Remain up to date with relevant policies procedures re Visas, Noc’s and other Govt. Requirements
- Ensure accountability, transparency and gender consideration while carrying out the admin work
Partnership Management
- Capacity building of partner organizations including coaching, knowledge on donor requirements in the areas of logistics and administration, participate in mobilization workshops and give presentation to partner staff on logistics and admin issues
- Perform capacity assessments in Administrative/Logistics and related areas of partner organizations under the guidance of PSM
- Conduct visits to partner organizations for monitoring of logistics activities
SKILLS AND COMPETENCIES:
- Degree in general management, project management, or supply chain management
- Experience in procurement, asset management and warehousing
- Sound understanding of institutional donors and previous experience in donor compliance
- Proven experience in procurement planning and budgeting
- Proven ability to manage competing tasks and to prioritise and produce high level output consistently
- Excellent interpersonal skills and ability to work on own and within multi-cultural teams
- Proven ability to transfer knowledge and build capacity in logistics
- Excellent computer skills and ability/preparedness to quickly learn new systems and software
- Mature understanding of transformation derived from direct experience in a development and/or humanitarian context
- Sounds understanding of gender and gender mainstreaming approaches
- Excellent communications skills with fluency in written and spoken English and Filipino
