EVALUATION OBJECTIVES:
The evaluation aims to contribute to addressing EMBRACE stakeholders’ accountability and learning needs by conducting an overall assessment of the project’s implementation and results.
The evaluation’s specific objectives include the following:
- Assess the achievement of project outcomes based on prioritized indicators, partners’ targets, and assumptions, and identify other unintended results from EMBRACE 2’s implementation;
- Analyze the project’s potential for sustainability and scaling up, including whether or not the conditions to sustain project gains and strengthen resilience programming are present.
OPERATIONALIZATION:
Based on the identified evaluation objectives and questions, and the available information related to these areas of inquiry, the following evaluation methodologies are recommended:
a) Survey with EMBRACE’s direct participants (beneficiaries)
- The survey shall cover barangays (villages) where both EMBRACE 1 and 2 were implemented. Apart from benefiting from the project’s two phases, other criteria for the selection of target barangays shall include: 1) Implementation of farmers’ field school (SCALE); 2) Implementation of other interventions like vegetable gardening, innovations on care work, social accountability, and women’s market; and, 3) Observed progress or results from the farmers’ certification efforts.
- Service providers will be tapped to provide support to both the survey design and implementation. Details of the design, including sample size and sampling strategy, mode of data collection, survey questionnaire structure and format, data quality assurance strategies, and data analysis plans shall be discussed and finalized by the evaluation team with the concerned service providers.
b) Focus group discussion (FGDs) and key informant interviews (KIIs)
- The KIIs with PO leaders, LGU officials, and partners shall focus on gathering data around: 1) Implementation and results of project interventions to strengthen farmers-LGU partnerships on CCA actions; 2) EMBRACE’s unintended results or outcomes; and, 3) Available evidence, existing factors, and emerging plans for sustainability and/or scale up of project interventions and gains.
c) Case study
- A case study shall be conducted in the municipality of Esperanza in Sultan Kudarat province to capture and highlight good practices in terms of local government’s responsiveness, achievement of EMBRACE’s objectives and other unintended outcomes, and potentials for sustainability. The evaluation shall be contracting a service provider to help in the design and conduct of the study.
d) Document review
- This will involve collation and examination of available documentation of PO accreditation and organic farmers certification processes to validate claims around the result on farmers-LGU partnerships. Collation of documents with regard to PO accreditation and organic farmers’ certification shall be done by service providers who will carry out the FGDs and KIIs, in connecton with their assessment of farmers-LGU engagement.
SKILLS AND COMPETENCIES:
- May be an individual or an organisation based in Mindanao
- Have successfully conducted similar activities/studies before, preferably in Mindanao
- Academic background in social science or related fields
- At least five years of experience in developing programme design, monitoring and evaluation in Central Mindanao areas preferably as researcher, project manager or MEAL officer
- Experience in doing developmental and/or participatory evaluations is highly desirable, with proficiency in both qualitative and quantitative research frameworks and methodologies
- Knowledge in the use of computer software for data entry and tabulation
- Capacity in facilitating training particularly in the use of technology of participation (ToP)
- Proficiency in any of the languages spoken in Central Mindanao Regions is an advantage
- Highly organized, can assemble a team to help in the proposed evaluation activities
- High tolerance for challenging contexts, like doing data gathering in conflict prone areas

Service providers or consultants who meet the requirements should submit a technical proposal (minimum of 10 pages) which should include write ups on the following concerns or areas:
- Suitability statement, including commitment to availability for assignment being applied for.
- A brief work plan and financial proposal, including detailed cost per major activity.
- Updated curriculum vitae of consultant and his/her associates. If the consultant is submitting a bid in behalf of an organization, a profile of the organization showing their suitability.
- A description of the roles and functions of the consultant and his/her associates, and a description of the level of effort of the associates (e.g., full-time, part-time, as needed).
- Three (3) recent contacts that show consultant’s capacity to carry out the evaluation activity.
- If the consultant is currently involved in a project or employed by an organization, a letter from the head of the project or organization showing that the consultant is allowed to take on this consultancy. This is also required for the other associates named in the proposal. *
