Belgium: MEAL (Monitoring Evaluation & Learning) Advisor (m/w)

The MEAL Advisor will work at Oxfam-Solidarity headquarter in Brussels but will be part of the MEAL unit within the Global Humanitarian Team (GHT) of Oxfam International.

The proposed contract is a full time work contract of 38 hours/a week with regular travels. It concerns a maternity leave replacement and last 8 months. Starting date : Mid-March 2016.

Job Purpose - Key Responsibilities and Accountabilities

• Surge support to major crises and coordination of the Rapid Response Teams (RRT)
• Development and dissemination of tools, guidelines for all MEAL in coordination with technical teams.
• Establishing a common MEAL framework in line with the Core Humanitarian Standards (CHS) and Oxfam standards
• Commissioning and coordination of internal and external evaluation exercises and coordinate learning events, and promotion of good practice
• Supporting on Real Time Evaluations (RTE) with team selection, Terms of Reference (TOR) and ensuring that learning from the evaluations are fed back into programmes
• External representation (for example ALNAP) and influencing in the sector with a focus on sector-wide innovation
• Participation in internal coordination humanitarian processes
• Capacity building and support to DRR and preparedness programs, notably for key countries.

Profile

• Substantial experience of humanitarian response including start-up of an important crisis response
• Understanding of programme quality issues in a humanitarian context including putting women at the heart of what we do
• Understanding of MEAL components including learning and accountability to affected populations
• Formal training in at least Monitoring & Evaluation components
• Understanding and experience in quantitative and qualitative research methods
• Experience in the development and implementation of MEAL processes particularly in humanitarian response
• Excellent understanding and ability to further develop or promote internal and sectoral codes and standards (CHS) that inform and steer our approach
• Excellent understanding of, and personal commitment to, promoting gender equity and protection in humanitarian response
• Strong conceptual, analytical and critical thinking
• Strong track record of providing effective programme advice at distance and in the field
• Demonstrable experience of developing and delivering appropriate outcome-focused training programmes and staff development and in coaching teams
• Excellent interpersonal and communication skills
• Highly effective influencing skills within the team, with senior management and field teams
• Competent to work with significant levels of autonomy, showing creativity and initiative, with excellent prioritisation and time-management skills
• Experience of working with organisational knowledge management systems and processes
• Experience producing reports and other documentation for a range of audiences
• Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts
• Able to work in insecure environments and under pressure while managing stress
• Excellent written and spoken English
• Understanding of and commitment to the aims and objectives of Oxfam, and commitment to humanitarian principles and action
• Willingness to travel regularly to regional centres and country programmes, sometimes at short notice

Desirable :

• Experience of managing part of or all of a humanitarian programme and a good understanding of the challenges facing the field managers
• Proven experience and abilities in assisting field managers to assess problems, prioritise against multiple demands, and develop strategies to address them
• Experience of development work (field) – at least two years
• Experience of using beneficiary feedback to inform programming
• Conversant with the Core Humanitarian Standard
• Knowledge of and experience in using ICTs to collect data
• Ability to identify and implement opportunities for innovation
• Experience of contributing to, or leading on, strategic development within the humanitarian programme
• Demonstrable ability to manage a diverse range of MEAL staff including HQ, deployable and regionally and country based staff including performance management for direct reports and conflict resolution
• Experience of successful external representation and influencing on programme issues with key allies and networks
• Working knowledge of at least one other Oxfam language (French, Spanish, Arabic or Portuguese), with a specific preference for French.
