ABOUT THE ROLE:
The role is to leads in effective implementation of a knowledge management and accountability and learning strategy (as part of an overall programme quality strategy), ensuring cross-cutting themes are embedded and that the needs and capacities of Oxfam’s partner organizations and beneficiary communities are at the core. Leads the country programme in developing and implementing effective mechanisms to create, capture, and share knowledge and supports Communications and Information Management Officer to develop and maintain effective, efficient and accessible information management systems that will serve the strategic learning and knowledge management needs of the country programme and its partner organizations. Leads the country programme in keeping abreast of Compass-related developments and works across the country programme to identify and support opportunities to connect to and use knowledge hubs and other Compass features in support of the country programme’s strategic knowledge and learning goals. Provides methodological guidance to thematic leads on the design and organization of programme reviews and learning events and supports the integration of resulting learning into project design and implementation. Lead in the development of a country knowledge and learning agenda and the provision of methodological guidance to thematic leads on the design and organization of programme reviews and learning events.
SKILLS AND COMPETENCIES:
The candidate should have a minimum of five years of experience in an M&E, knowledge management and learning roles, with the last two years in a senior position, within a development or humanitarian context with a sound understanding of effective tools for M&E, learning and knowledge management. Proven capacity to work with cross-functional teams in collating, managing, sharing knowledge and learning. Demonstrated experience in knowledge management and leading a learning agenda within an NGO, civil society organization or similar work environment. Knowledge and experience in social research methodologies and techniques and in capacity building of staff and partner organizations. Strong gender analysis skills and experience of integrating gender considerations into monitoring and evaluation. Excellent interpersonal skills with the capacity to influence stakeholders at all levels.
