AN OVERVIEW
Palestine Trade Center (PalTrade) was established in 1998 as a non-profit, membership based organization to “lead the development of Palestinian trade as a driving force for sustainable national economic growth”. Over the last 17 years PalTrade, as the mandated National Trade Promotion Organization, and more recently has shifted their focus to export trade promotion in the areas of export development and information, export promotion, and export policy and advocacy working closely with to wider export trade support and national partner network, Ministry of National Economy (MONE), international donor agencies and the international trade support network to deliver a positive impact on Palestinian trade performance.
Project Background
PalTrade has received a grant from OXFAM to implement a project titled “Developing Equitable Agricultural Production and Market Systems for Resilient Economic Development in the occupied Palestinian Territory” funded by Swedish International Development Agency (SIDA). The project seeks to increase export readiness and potential of 6-9 export companies over the course of the project (i.e. 3 year). The export companies are expected to establish, or strengthen, their business linkages with an estimated 20-30 agricultural cooperatives involved in the Freekeh, Grape, Thyme (Za’tar), Olive Oil, and Maftool (Couscous) production.
PalTrade will work with partner companies to penetrate or expand market share in ‘affinity’ export markets based on a principle of ‘demand driven approach’ striving for price competitiveness or high quality niche markets. In these markets, a steady pipeline of trade can be established through the identification of a few anchor buyers and developing a medium-term sourcing program for a selection of export-competitive products. such as approach will aid in building a strong anchor for Palestinian companies to scale up production and product quality to meet the demands of diverse markets.
Objective and Expected Results:
PalTrade is looking for an international consultant – freelance or company with deep knowledge in the agricultural sector and the companies working in it for the market of Germany, in order to develop a market study to understand market trends and characteristics and to understand the preferences and requirements of potential buyers for Freekeh product in the target markets.
The market study aims to provide information on the conditions for market entry and trends in target country.
The market study also aim at:
- Describing the characteristics and structure of the market, including the identification and details concerning individual importers/end-users;
- Assessing the potential for augmenting demand and/or changing to new sources of supply;
- Identifying impediments affecting imports;
- Determining areas in which specific enterprise-level assistance may be requested, i.e. with reference to duties, licensing or other controls, customs duties, taxes, quality control, other rules and regulations affecting imports.
The market study is made up of three main parts. The first part contains information for the benefit of the potential Palestinian exporting companies and contains information on importing companies and the products targeted in by Palestine (i.e. Freekeh); the results are summarized in a company/product profile. The second part is designed to identify areas where measures are required to facilitate imports from diversified sources of supply. The third part covers legal, political and economic factors to provide an overview of the market and potential to trade with Palestine based on the existing trade agreements.

Time Frame and Deliverables
· Assignment duration is 4 weeks of the date the contract is signed.
· Detailed action plan to be submitted three days after signing the contract
Deliverables:
o Market study and profiles for importers and import requirements in targeted market (i.e. Germany).
Reporting
The reports are to be delivered to PalTrade in open source (i.e. Microsoft word and excel) and PDF format.
Technical and financial offer should include:
- list of relevant experience in the same field and supported by samples.
- Work Methodology.
- Clear Description of the report (outline proposal) with time frame
- CVs of consultants.
- Contacts of at least 3 references.
- Proposed action plan.
- Detailed financial budget with breakdown of cost.
General Terms and Conditions
- Assignment is open to all consultancy companies/ Individuals working in the target market (i.e. Germany).
- Prices must be provided in US Dollars including VAT
The evaluation for offers provided by each company / or individual will be based on both technical and financial bases.
Companies/consultants are requested to provide the company registration. Individual consultants are requested to include their full details, CVs, and copy of their passport.
Submitted offers should be valid for 60 days from the final date of submitting the offers.
Prices should take into consideration the local Palestinian taxation law.
DURATION
The assignment is expected to commence on 01/05/2018 and completed on 22/05/2018. The duration of the assignment is to be performed in 28 working days.
