Annual Salary and Benefits -

Salary: £31,413

Hard to work allowance 4,000 £

Oxfam offers two options, to be chosen by the candidate:

  • A non-accompanied packaged base in Goma

  • An accompanied package based in Gisenyi (Rwanda)

Based in Goma with frequent travel to areas of operations (currently North Kivu, South Kivu, Tanganyika and Kasai provinces)

USD 7,000,000 and above

Team Purpose

To develop, implement, lead, represent and manage Oxfam Humanitarian programme in DRC. Appraise, asses and manage the implementation of humanitarian related projects and coordinate humanitarian response.

Job Purpose - Key Responsibilities and Accountabilities

Humanitarian Response

· Monitor and analyse the risks and humanitarian situations in DRC, design and manage humanitarian response (WASH, Protection and Emergency Food Security).

· Lead the implementation of Oxfam in DRC Humanitarian strategy

· Design programmes, and develop appropriate Oxfam contingency plans, and related preparedness and mitigation strategies, including capacity building initiatives.

· Manage the implementation of the Humanitarian programme including quality control, negotiation with local partners, financial management, documentation, monitoring and evaluation, reporting etc

· Ensure high quality security management in the areas of operation

· Work with the Advocacy team to produce messages for advocacy and campaigns related to the humanitarian situation

· Before humanitarian crises, lead the preparedness by ensuring that well-trained human resources are always ready to act and material resources are pre-positioned in strategic locations.

· Lead fundraising for the humanitarian programme; write and manage budgets according to Oxfam and donor guidelines, and ensure appropriate reporting.

· Ensure implementation of Oxfam operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam’s work. With support from technical advisors and programme service staff as needed

· Communicate to the teams, line manager and the Oxfam International Humanitarian community about the humanitarian situation and context in DRC and about the response Oxfam is providing

Management

· Participate as a member of the Senior Management Team in the overall planning and management of Oxfam in DRC

· Implement Performance Management with all direct reports. Including objective setting, performance review and personal development plans. Ensuring all aspects of Oxfam work in DRC e.g. programme themes and aims, gender equity and advocacy are reflected in your own and staff objectives.

· In times of humanitarian crisis, provide effective leadership to implement an Oxfam humanitarian response

· Within and beyond DRC, develop and maintain a network for Humanitarian actors and issues. Represent Oxfam with donors and diplomatic missions and communicate Oxfam public policy and advocacy positions as and when appropriate to institutions, government, international, UN national and local organisations as required.

· Participate in resource mobilization and negotiation of appropriate resources in collaboration with the Oxfam Funding Coordinator

Technical Skills, Experience & Knowledge

Essential

§ Fluency in English and French

§ At least 5 years of senior management experience in leading large scale humanitarian programmes, and ensuring the delivery of programme strategy, either through partners or directly, in one or more challenging locations

§ Proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional and global framework

§ Ability to manage the development of, and contribute to, the high level analysis of factors driving poverty, marginalisation and vulnerability in developing country contexts, including the ability to ‘think politically’ by understanding motivations, pressures and challenges faced by colleagues, partners and other actors

§ Experience of working in insecure environments and volatile conditions.

§ Experience in representing an organisation with partners, government agencies, private sector organisations, and donors at senior level: locally, regionally and globally

§ An active commitment to promoting gender equity and the interests of marginalised people in all aspects of an organisations work

§ Good financial management skills to steer the operational budget

§ Understanding of managing security and risk within an INGO context

§ Excellent decision making and able to build consensus around decisions

§ Excellent ability to implement and follow-through on decisions.

§ Excellent written and verbal communication skills to motivate, influence, and negotiate

§ Results driven and demonstrable ability to set and communicate goals and ensure effective and appropriate decision making and problem solving

§ Ability to resolve complex problems and provide clear and effective communication and representation

§ Able to work under stressful conditions

Desirable

· Knowledge of DRC context in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region.

· Previous experience with Oxfam Humanitarian work
