Oxfam is seeking the services of a production company for the full production of 4 short films as part of the Wujood project. Each film will tell a different story about beneficiaries to reflect the impact of the project and the living situation in East Jerusalem.

The production company is to work closely with the Media and Communication Officer at Oxfam and partner organizations to develop and submit a filming plan which is to include timelines, locations, stories, themes etc. Filming will take place throughout the next 3 months across several communities in East Jerusalem, and interviews will most likely be with members of Community Based Organizations (CBOs), youth beneficiaries, women who are partaking in economic empowerment projects, first aid trainers and students partaking in emergency drills, amongst others. The duration of the films should not exceed 3 minutes each. And two versions of each film are needed, one in English and one in Arabic. The production company is responsible for including English and Arabic subtitles, including translation. Likewise the company is responsible for sourcing and covering expenses for sound/music tracks upon consultation with Oxfam. Oxfam will share the visibility guidelines of Oxfam and the European Union (EU) including fonts, and logos, which are to be placed towards the end of each video. Oxfam will also provide the production company with facts and figures pertaining to economic, social, human rights, and policy related data relevant to the stories and themes covered in each video. The deadline to submit the first edit of the videos is the beginning of January 2018, and the final edit following revision from Oxfam is the beginning of February 2018. The company is to submit the videos in full resolution as well as low resolution for use on Facebook and Youtube. The company is also to submit all raw footage to Oxfam. Qualifications & requirements A. Previous experience working with NGOs
B. Ability to produce short high quality videos, similar to AJ+ style
C. At least 10 years of accumulated experience of the team
D. Strong written and spoken Arabic and English languages
E. Ability to travel and film inside East Jerusalem
F. The company must be registered either in Jerusalem or west Bank and must be able to provide a tax invoice or zero VAT invoice if registered in the PA.

Budget The maxim budget for this assignment is 7,000 EURO including taxes. This budget covers approximately 16 days of filming, pre and post production, equipment, transport, requests for edits from Oxfam, and any other associated costs. Additional time will not be compensated for. It is the responsibility of the company to manage their time and delegate their team sufficiently. The full payment will only be issued upon full delivery of the 4 final videos.

About the project

Wujood is an Arabic term meaning existence and presence. The term is a depiction of the resilience of Jerusalem’s Palestinian inhabitants who are struggling to claim their right to live in their city and preserve their Palestinian identity. Wujood, Strengthening the Resilience of Vulnerable Communities in East Jerusalem is phase II of this program funded by the European Union (EU) and co-financed by Oxfam. This multi-sectoral project is implemented by 4 Palestinian organizations who are working with Palestinian members of the community to strengthen women’s rights, emergency response, economic empowerment for women, and the identity of youth. Program activities are taking place in some of East Jerusalem’s most vulnerable communities including Silwan, the Old City, Sur Baher, Esawiyyeh, and Al- Tur. Implementing partners include: the Women’s Centre for Legal Aid and Counselling (WCLAC), the Palestinian Medical Relief Society (PMRS), and the Palestinian Counselling Centre (PCC), and the Palestinian Agriculture Development Association (PARC).
