As a result of the electoral violence in Burundi, a large number of refugees have crossed into Rwanda and are settled/living in various sites, the majority of them living in Mahama camp while others are living in Kigali, Bugesera, Nyagatare, Nyanza and Huye. Mahama camp where Oxfam is operational hosts up to 45,000+ Burundi refugees who have been registered and are now settled there where they share their available resources/facilities. Oxfam will deliver a WASH programme which is aimed at reducing the vulnerabilities and suffering of the Burundi refugees in Mahama camp through the provision of basic WASH needs and other essential services.
We are currently recruiting for an experienced Public Health Engineer.
The Role
The role is a senior management post reporting to the Humanitarian Project Coordinator. This role provides strategic leadership and technical oversight during construction, to systematically evaluate the quality of works whether completed or not and provide recommendations for their improvement to the contractor or their modification in order to ensure acceptable Rwanda civil engineering standards. The post holder will work in collaboration with the country logistics manager and ensure all specifications and conditions are met as stated in the work contract. The role is accountable to complete familiarization and ownership of the Mahama water treatment plant contract and technical documents. He/she will inspect and ensure that all BoQ items delivered on site are as stated in the technical specifications. The post holder will ensure final testing and commissioning of the water treatment plant in collaboration with UNHCR/Unicef/WASAC.
The Person
You will be a Rwanda licensed Civil Engineer coupled with a Masters/degree in Civil Engineering, with significant exposure and practical experience in Construction Engineering, Water supply infrastructure and water treatment plants. You will also have substantial experience of working with engineering CAD documents (Drawing – auto Cad/BoQs that can be used for contractor tenders). Experience of managing water supply infrastructure projects worth atleast USD1 million is needed. Experience of surveying and construction of small and large pipe networks and drainage is desirable. It is essential that you have commitment and ability to build and maintain strong working relationships with the subcontractor and other relevant water actors. You will have leadership qualities and people management expertise to provide direction and effective support to a multidisciplinary and multicultural team, with written abilities to present concise reports and clear reports within short notice addressing needs and related solutions, with willingness to share information. You must have excellent communication and representation skills. Fluency in written and spoken English is essential.
