Oxfam Novib is responding to the issues of mixed migration in Greece, engaging in direct service provision, protection activities, gender mainstreaming and advocacy. We work to ensure that the rights of migrants, including refugees, are respected, and protected. In Epirus Oxfam has a programme including; WASH, Shelter and Protection, working in sites and urban contexts.

Gender Officer

Based in Epirus

Purpose of the function

The Gender Officer will be part of a protection team that works closely with refugees and migrants in the region. The Gender Officer will support the community based protection activities that promote women’s rights and gender justice. The successful candidate will take steps to increase women’s active participation in family and community decision making as well as facilitating networking and training to help raise the voices of female migrants to influence duty bearers.

The Gender Officer will advocate for and support Oxfam colleagues and other stakeholders engaged in the response to mainstream gender in programming and response as well as apply and ensure application of the IASC GBV Guidelines and IASC Gender Handbook in Humanitarian Action.

The post holder might be expected to undertake regular travel within the country

KEY RESPONSIBILITIES:

  • Work with the team to monitor gender-related protection concerns and the gender-dimensions of the context

  • Write regular field reports and provide input into Sitreps, monthly reports and other reporting requirements

  • Work with the team to identify and analyze gender-related protection issues and identify appropriate responses to reduce harm and increase the capacity to protect

  • Support colleagues to apply the IASC Gender Handbook in Humanitarian Action.

  • Document and disseminate good practice for internal and external audiences.

  • Provide training and support for colleagues and partners to advance women’s rights and gender justice

  • Support the Monitoring and Evaluation team to develop gender sensitive tools for capturing the impact of the programme on women’s rights and gender equality

  • Provide training and support for members of sites to ensure the relevant confidence and skills with which to participate actively and effectively

  • Ensure the access of community groups participating in community based protection activities to relevant duty bearers and decision-making spaces

  • Participate in all Sectoral Working Group meetings to ensure the application of standards and guidelines and the inclusion of gender considerations in all aspects of programme planning, implementation, monitoring and evaluation.

  • Support data collection and provision of information to inform and influence policy

  • Conduct ongoing analysis of the context to identify opportunities for advancing women’s rights and gender justice and design pilot initiatives accordingly.

  • Carry out other activities as requested

  • The post holder might be expected to undertake regular travel within the country

    QUALIFICATIONS AND EXPERIENCE:

    Essential

  • Minimum 3 years work experience in the field of gender, women’s empowerment, or relevant human rights field

  • Demonstrated commitment to women’s rights and gender equality with a strong conceptual understanding of minimum standards for gender in emergencies

  • Experience of community-based work or community mobilization work

  • A clear communicator with proven ability to influence others

  • Proven ability to build effective, constructive working relationships with other agencies and national authorities and service providers

  • Experience and skills in capacity-building

  • Very good interpersonal skills, particularly in working respectfully with communities and local partners

  • Able to write and communicate in English

    Desirable

  • Masters degree or equivalent in gender, social science, refugee studies or similar field

  • Experience working with migrants in Greece or in other refugee and mixed migration contexts

  • Experience and skills in capacity-building

  • Experience in sensitive data ethics and management
