Oxfam Novib is responding to the issues of mixed migration in Greece, engaging in direct service provision, protection activities, gender mainstreaming and advocacy. We work to ensure that the rights of migrants, including refugees, are respected and protected. In Epirus Oxfam has a programme including; WASH, Shelter and Protection, working in sites and urban contexts.

Protection Officer

Based in Epirus

Purpose of the function

The Protection Officer will be part of a Protection Team working closely with refugees and migrants in Epirus, Greece. The Protection Officer will be required to support the identification of vulnerable individuals, ensure they have access to relevant information and, if required, support referral them to specialist services (eg. legal, psycho-social, medical). The role involves daily protection monitoring and the development of appropriate protection responses, including advocacy and influencing. The work is challenging and requires flexibility and effective team work. The focus of the role can vary, but has well defined targets and/or minimum standards

KEY RESPONSIBILITIES:

  • Liaising with refugee and migrant populations, other actors, and host communities to understand and monitor the protection environment. Carrying out surveys, focus group discussion, interviews etc. based on agreed protection monitoring approaches.

  • Identification of vulnerable or at risk groups or individuals for referral.

  • Write regular weekly protection monitoring reports.

  • Monitor and analyse trends and gaps in the protection situation within Epirus.

  • Identify appropriate responses to individual protection needs and wider trends and gaps to reduce harm and increase capacity to protect, including through support to local level influencing strategies and national level advocacy

  • Liaise with field team to support ongoing service mapping and development of effective referral pathways.

  • Identify vulnerable individuals and facilitate appropriate referrals to specialist services.

  • Work with Oxfam colleagues to ensure referral activities meet Oxfam standards and contribute to organisational learning.

  • Facilitate and support training and capacity building on community based protection to staff and community groups.

  • Provide and organise appropriate and relevant information to refugees and migrants regarding their rights and services available to them.

  • Support communities to identify and address protection concerns through the development of community protection approach.

  • Implement community-based activities aimed at improving gender equity and protection of women.

  • Develop and facilitate group information sessions, and identify other means of increasing the availability of up to date information, on specific issues.

  • Provide training and capacity building on community based protection topics.

  • Carry out other activities as requested

  • The post holder might be expected to undertake regular travel within the country

QUALIFICATIONS AND EXPERIENCE:

Essential

Minimum 2 years’ experience working with humanitarian organisations and protection.

  • Bachelor’s degree in law, social science, refugee studies, or similar field;

  • Strong conceptual and practical understanding of humanitarian protection principles and standards;

  • Demonstrated understanding of the gender dimensions of protection work

  • Experience of community-based or community mobilisation work in a humanitarian context;

  • Proven ability to build effective, constructive working relationships with other agencies and local authorities and service providers;

  • Outstanding diplomatic, social, and intercultural skills with demonstrated cultural sensitivity

  • Demonstrated commitment to downwards accountability and a rights-based approach;

  • Ability to work under pressure with a high level of adaptability and initiative;

  • Very good interpersonal skills, particularly in networking, working with communities, local civil society, and local authorities.

  • Language skills in Arabic, Farsi or Dari.

  • English written and verbal communication

  • Right to work in Greece or the EU.

Desirable

  • Master’s degree or equivalent in law, social science, refugee studies or similar field

  • Experience working with migrants in Greece or in other refugee and mixed migration contexts

  • Experience and skills in capacity-building

  • Experience in sensitive data ethics and management
