The role: To provide strategic leadership to the Oxfam programme as part of the Country Leadership Team, deliver on the Governance Pillar within the Oxfam Myanmar Country Strategy (OCS), provide strategic advice on governance within the other OCS Pillars, and ensure the delivery of the gender framework, partnership strategy and effective MEL systems across the programme.

KEY RESPONSIBILITIES:
· Contribute to strategic leadership of Oxfam in Myanmar as part of the Country Leadership Team
· Leadership (strategic and operational) of all the program support functions within the Governance and Quality unit.
· Responsible for all stages of design and implementation of the Governance programme in Myanmar e.g. concept design, proposal writing, implementation, monitoring, evaluation, both stand alone and cross cutting
· Ensure close collaboration with fragility and conflict advisor, Advocacy Manager, Humanitarian Manager and Economic Justice lead to promote ‘One Programme’, and integrate strong analysis (power, gender, fragility and conflict) in all programmes
· Management of the Governance and Programme Quality unit including coaching and developing staff across the programme on Programme Cycle Management, innovative measurements approaches rights based approaches.
· Ensure gender is mainstreamed through the whole organisation, and partners have increased capacity on gender justice
· Deliver partnership strategy and ensure new partners are considered, including women’s organisations
· Contributes to collective management at top level with collaborative and matrix ways of working, specifically with field offices.
· Actively implement Oxfam’s diversity policy in the recruitment and employment of staff.
· Contributes to collective management at top level with collaborative and matrix ways of working, specifically with field offices.
· Manage Oxfam staff, volunteers and consultants/service providers effectively, using corporate systems and ensuring competencies are equal to the programme’s demands.
· Draw up budgets for all projects and activities, manage spending within budgets, and provide justifications for variances.
· Maintain relationships with donors and lead fundraising from institutional donors and Oxfam affiliates for all Governance programmes.
· Government liaison and programme advocacy as per program designs.
· Wide range of communication and representation.
· Contribute to multi-country, consortium, regional and global programme learning, policy development, advocacy, etc.
· Where appropriate contribute to global programme learning, policy development, advocacy, etc.
· Contribute to emergency responses within the overall regional emergency response plan.
· Ensure staffs follow security procedures and work with the security focal point to develop guidelines in the event of serious security risk.
· Support and share key learning through different methods and help to create an environment for innovation.

SKILLS AND COMPETENCE:
· Highly developed analytical and problem solving skills.
· Experience of working in highly complex political environments. Direct experience of Myanmar is desirable.
· Proven range of experience in programme development & management. Direct experience in Governance programmes is essential.
· Sensitive and open to both humanitarian and longer term development approaches.
· Experience of tendering, developing and implementing large scale funding.
· Experience in developing and integrating advocacy strategies into programmes in highly sensitive political environments.
· Behavioural role model for peers and fellow team members.
· Demonstrable people and budget management skills.
· The ability to adapt to different cultures. Experience of working in Asian cultures desirable.
· Understanding of conflict sensitive approaches
· Experience of managing a range of different partnerships
· Must demonstrate understanding, commitment and sensitivity to gender issues.
· Experience of M&E and knowledge management to facilitate organisational learning Experience of working in insecure environments and of implementing security policies.
