Location: This position is will be based in Zimbabwe or Mozambique. Preference will be given to individuals with the right to aboard and work in one or both of these countries.
Contract Duration: This is a two year contract
This position leads the Regional Humanitarian Unit (RHU) and provides advise, support and leadership in the region to ensure that Oxfam and its partners are both ready and able to respond in a timely, proportionate, and professionally competent manner to humanitarian emergencies, wherever and whenever they occur in the region
Key Responsibilities and Accountabilities
To lead the Southern Africa Region and countries in developing humanitarian strategies and their implementation. To provide active leadership throughout the region to promote and support all aspects of humanitarian response preparedness planning and capacity building and action at country and regional level .To contribute to global processes, campaigns and initiatives. To ensure that gender analysis and understanding is a core component of all humanitarian program development. To support regional leadership team and Country Directors in ensuring ongoing analysis of humanitarian trends within each country of the region, especially through the identification and the development of contacts with reliable forecasting or early warning information.
In major emergencies, to work with the country staff to do assessment, programme design and resourcing, preparation of concept papers and support to proposal writing and ensure that Oxfam has the necessary capacity to meet the management, logistical and technical requirements of any humanitarian program undertaken and to ensure effective coordination of Oxfam’s response with UN agencies, the Red Cross and other NGOs as well as with government response mechanisms. To promote systematic program review/evaluation to ensure learning and informing future responses.
Technical Skills, Experience & Knowledge
- At least five years experience of humanitarian response work in a range of environments – including leadership of field-level management of complex humanitarian response programs and all phases of the project/program cycle management;
- Demonstrable skills in gender analysis and a clear understanding of the practical significance of gender issues in humanitarian contexts;
- Training in Disasters Preparedness/Emergency Response
- Experience in capacity building for humanitarian interventions;
- Fluent English and preferably a working knowledge of Portuguese;
