Oxfam sa Pilipinas has recently undergone a transformation to its business model in order to respond to a changing external environment and to focus on developing partnership as a primary modality for delivery programmes. As part of this restructure we are recruiting for a new role to lead the organisation in strengthening our partnership approach and portfolio of partners.
The Role
As the Strategic HR Manager you will lead in supporting long-term organisational goals and outcomes through ensuring an effective human resource framework. You will focus on longer-term resourcing issues within the context of Oxfam’s evolving nature of work, and lead the organisations thinking on rewards and benefits, performance management, strategy and culture, workplace relations and learning and development.

What Skills Are We Looking For
You will be an experienced HR professional with a demonstrable record of providing HR leadership in a development or corporate setting. The ideal candidate will be proactive, a problem solver and keen to try out new things. Excellent communication skills, including fluency in English and Tagalog is essential.
You will be able to demonstrate the following competencies:
Essential
· Degree in psychology, human resources, business administration or related field
· Minimum of 7 years experience in human resources, with at least 3 years in a management role, preferably within an NGO
· Demonstrable experience of operating in an HR advisory capacity
· A thorough knowledge of the theory and practice of HR Management including: employee relations, change management, staff handbooks, resourcing, rewards, performance management, and learning and development
· Demonstrated experience of strategic leadership and capacity building across HR functions
· Mature understanding of transformation derived from direct experience in a development and/or humanitarian context
· Previous experience developing/managing budgets
· High level of influencing skills with proven ability to establish credibility at all levels
· Demonstrated track record of improving efficiency and effectiveness in areas of responsibility
· Sound understanding of and commitment to gender mainstreaming
· Excellent communications skills with fluency in written and spoken English and Filipino
Desirable
· Masters degree in psychology, human resources or relevant discipline
· Proven ability to work collaboratively in partnership with experience of working with civil society actors
Other
This post will be predominantly Manila-based with occasional field visits and international travel
