TITLE OF THE TENDER: CONSTRUCTION OF WATER TREATMENT PLANT IN KIREHE DISTRICT, RWANDA.

OXFAMinvites sealed bids from eligible and qualified bidders for the execution of the following water supply works for Mahama camp in Kirehe District, Eastern Province, in the Republic of Rwanda:
Description of works :The construction of the water treatment plant of Mahama camp in Kirehe district, including the laying of the pipes from the Akagera river to the plant and from the plant to the head tank
Amount of bid security:RWF 4,000,000 Or an equivalent amount in a freely convertible currency
Date of site visit:*15th November 2015, 10 am*
BRIEF DESCRIPTION OF WORKS:
a) The installation of a pump and a raft on the Akagera river
b) The construction of raw water pipeline and storage tanks
c) The construction of the water treatment plant with namely two sand traps, two flocculation tank, a two-chambers sedimentation tank, the installation of a rapid sand filter, a UV lamp and a chlorination unit
d) The installation of a clean water pump
e) The construction of the clean water storage tanks and pipeline
f) The construction of the pumping station
g) The hydraulic and electrical connections.
Qualifications of the Bidder
a) Must provide Copies of original documents defining the constitution or legal status, place of registration, and principal place of business of the Bidder; written power of attorney of the signatory of the Bid to commit the Bidder;
b) Demonstrate Evidence of relevant experience in the execution of works of similar nature, including the nature and value of the relevant contracts for each of the last five years, as well as works in hand and contractually committed. The evidence must answer at least the criteria indicated to under subparagraph 5.5 below.
c) Possession of major items of construction equipment proposed to carry out the Contract. The descriptions must demonstrate the bidder’s ability to complete the works and should include inter alia: The Bidder must indicate whether such equipment is owned by him, hired or used by subcontractor.
d) Qualifications and experience of key site management and technical personnel proposed for the Contract with their CVs and academic testimonials
e) Reports on the financial standing of the Bidder, such as profit and loss statements and auditor’s reports for the past five years;
f) Evidence of adequacy of working capital for this Contract (access to line(s) of credit and availability of other financial resources);
g) Authority to seek references from the Bidder’s bankers; Information regarding any litigation, current or during the last five years, in which the Bidder was/is involved, the parties concerned, and the disputed amounts; and awards;

Bids shall be valid for a period of 150 days. Bid opening will be on 15th December 2015 at 1200hrs local time in the presence of bidders or bidders’ representatives who choose to attend, in the Board Room of OXFAM Rwanda office.

a) Either by a courier service not later than 15 /12/2015, in which case the delivery slip shall be acknowledged by OXFAM Rwanda office

Completed tender documents must be enclosed in plain sealed envelopes clearly marked with tender name and tender number and be deposited in the Tender Box situated at The Administration Block. Not later than Friday 15th December, 2015at 1200 Hrs local time. Late bids will not be considered.
OXFAM reserves the right to accept or reject any Bid, and to cancel the bidding process and reject all bids, at any time prior to the award of Contract, in compliance with the relevant provisions of the Public Procurement Law N° 12/2007 and its application texts.
