Department Purpose:

The Regional Platform (RP) of Oxfam in the Middle East and North Africa (MENA) has a mandate to:

  • Provide strategic leadership, management & accountability of and to Oxfam country programmes in MENA.
  • Deliver regional impact, developing partner relationships, brand, and impact in the region through relevant influencing and advocacy work, public engagement, and programming.
  • Connect, coordinate, convene – Connect practitioners to sources of expertise, convene people to share knowledge and learnings, and coordinate capacity building initiatives.
  • Enable operational agility and efficiency – Provide support to Oxfam country offices.

In MENA, Oxfam works in development, humanitarian, and campaigning, with a large part of the current transformation focused on becoming a major influencing & advocacy, knowledge-for-impact global reach organization.

Job Purpose:

At the global level in Oxfam, there is a concerted effort by different actors in the Oxfam confederation to promote knowledge and learning, as well as to systematize it as much as possible. Some concrete examples are the Learning and Knowledge Framework attached to the Global Strategic Framework, or the Knowledge and Evidence Database initiative. Oxfam is committed to use the information and data and knowledge produced by our work for four interrelated purposes: 1) accountability to funders, partners, allies, communities and also internally within Oxfam ; 2) improve our work; 3) learning from ourselves, from others; 4) social change using evidence from this knowledge and data.

Oxfam has been delivering programmes in the region for an annual approximate amount of 100 million euros, in 10 countries (Morocco, Algeria-Sahrawi camps, Tunisia, Egypt, Occupied Palestinian Territory, Lebanon, Syria, Jordan, Iraq, Yemen) within the region. Some of these programmes and projects include different types of learning frameworks (evaluations, reviews, real time reviews, best practices, case studies, baselines, endlines, etc.), and most of these projects produce a great amount of information, whether through policy or advocacy products, knowledge and research, or analysis and discussion papers.

There is a desire to work with teams to use all this wealth of information and data and generate learning out of it at different dimensions, whether within each of the CO’s or cluster, or across the region, including partners. This will contribute to the four objectives stated above and will eventually help in our fundraising efforts for promoting social change.

The main purpose of this position is to produce and promote knowledge and learning in Oxfam in MENA, in order to support accountability, help fundraising, support advocacy, campaigning and generally influencing, help iterations of project and program design and implementation be stronger. This will be done working closely with Monitoring, Evaluation, Accountability and Learning colleagues in MENA country offices, cluster and regional platform, as well as others within the Oxfam confederation, including the Global Humanitarian Team . The position of Knowledge and Learning Broker will be central to promote a culture of knowledge and learning, as well as to compile, organize and disseminate the evidence generated by Oxfam in the MENA region through the MEAL frameworks included in programmes and the data generated by them

Job Responsibilities

  1. Knowledge and Learning roadmap for MENA (20%):
    1. In coordination with programme colleagues in RP and CO’s, to develop a knowledge and learning roadmap in MENA that is realistic, fit for purpose, and well aligned with country, regional and global priorities.
  2. Support CO’s to promote learning (45%):
  3. To disseminate and / or support teams to disseminate key evidence generated by CO’s and RP in MENA as a foundation for promoting learning as a tool for accountability, fundraising, advocacy and influencing and improve programme design and quality.
  4. Work with country / cluster / regional teams in MENA to ensure the design and implementation of concrete Knowledge and Learning (K&L) agendas in CO’s, cluster and RP, which are based on quality data generating tools and approaches, the basis of which is the MEAL frameworks included in programmes The outputs of these agendas will be used for advocacy, funding, accountability, as well as learning.
  5. Work with relevant teams in CO’s, cluster and RP to ensure projects and programme learning frameworks are designed in a way that speak to relevant Oxfam strategies, as well as main objectives of K&L agendas, including specific K&L questions we want to explore through them.
  6. Support CO’s and cluster to promote learning through key reflection moments, such as One Programme Report, strategy reviews, key programme evaluations and reviews, partnership reviews, etc.
  7. Support country, cluster, and regional teams to develop (as requested) ways and tools to share information and data produced by Oxfam in MENA as evidence of our impact and best approaches (for instance, best practices, case studies, success stories, etc.). This will also be used to promote learning within MENA or beyond.
  8. Provide general support and advice to country Programme Quality (PQ) leads, facilitating a light-touch informal PQ community of practice in MENA. This general support includes as well engagement with country offices in PQ recruitments.
  9. Promote learning across MENA Country Offices/cluster / Regional Platform and from/to the rest of Oxfam confederation (35%):
    1. Synthesize and systematize evaluations and key learning products (such as real-time reviews, impact assessments, annual reviews, etc.) produced by country offices in MENA and regional platforms on a number of key thematic areas to be determined collectively for the purpose of learning and engagement with other actors (policy, fundraising).
    2. Help connect countries and cluster with the rest of the confederation actors such as OI’s Knowledge and Impact Team, Global Humanitarian Team and relevant PQ colleagues in partner affiliates on main learning and change processes, ensuring MENA is a key contributor of these (such as the K&L framework, knowledge and evidence database, OPR learning processes, etc.).
    3. Work with country, cluster and regional teams to ensure external actors, partners and allies are also part of the learning processes.

Essential

Oxfam believes the following knowledge and experience will help ensure the success of the Regional Knowledge and Learning Broker. Candidates should see these as a guide but also as flexible. Oxfam recognizes that many skills are transferable across disciplines, sectors, and types of work and is open to considering candidates with a range of relevant experiences, educational backgrounds, knowledge, and skillsets.

  • A university degree in social sciences and at least 7 years of experience related to Monitoring, Evaluation, Accountability, and Learning work.
  • A minimum of 9 years of relevant experience is required if no university diploma or degree is available.
  • Language: proficiency in English.
  • Excellent written and verbal communication skills.
  • Experience promoting knowledge and learning in international organizations
  • Availability to travel (20-30% time) as required.

Desirable

  • Good knowledge of Arabic and / or French will be highly evaluated.
  • Experience in Middle East and North Africa regions is an added value
  • Experience of supporting MEAL frameworks for humanitarian programming, including working with the Core Humanitarian Standard
