JOB SUMMARY:

We are seeking a highly skilled and experienced Program Director to lead and oversee a global transformation program. The Program Director will play a pivotal role in driving the successful transformation of the organization's complex business support services across multiple countries. This position requires exceptional leadership, strategic thinking, and the ability to manage complex projects within a global context.

BACKGROUND TO TRANSFORMING BUSINESS SUPPORT:

In line with the Oxfam Global Model and Presence Review decisions and the Global Presence map approved by the Oxfam International Executive Board (EB) in May 2020, a comprehensive process to design and implement a new global business support model is underway. ​A new ‘steady state’ for future business support to fragile countries.​ This process moves business support from the current model of support provided by some affiliates to harmonize and consolidate this support under Oxfam International. The process will need to balance the improvement of satisfaction levels of countries and partner affiliates; the importance of reducing costs and improving business support standards and efficiency; to significantly simplify and harmonize operations ensuring a smooth and responsible handover from existing Executive affiliates to OI; and the importance of a responsible change management process that also considers and prioritizes staff well-being, engaging effectively with all stakeholders and in harmony with other confederation development activity. All of this to be completed within an overarching framework that encompasses the Oxfam Global Operating Model. The result would be to sustain and enhance Oxfam's impact with its programmatic work.

JOB PURPOSE: The Transforming Business Support (TBS) program aims to deliver One Oxfam Operations (O3) that enables a One Oxfam Experience and Countries and Regions to thrive. Reporting to the TBS Program Oversight Board, the role will work closely with key stakeholders from across the confederation to lead, enable, and manage the TBS program work's design, development, and implementation process. The role will directly interact with key confederation and external processes where appropriate.

The role ensures the holistic integration of all program elements, the change and development process leading to a steady state that delivers high-quality support to countries. The role will also work with key stakeholders in regions, countries, affiliates, and OI teams to ensure the steady state meets agreed needs and standards. To work closely with the three affiliate and OI (country, region, Secretariat) teams to successfully bring them together to provide more harmonized and coherent business support functions with appropriate working methods.

The Program Director will work with a small team of specialists to provide central leadership and support of the transformation project.

KEY RESPONSIBILITIES (Technical, Leadership, People, and Resource management)

  • Lead the development and implement effective program management strategies, methodologies, and processes to ensure the successful planning, execution, and delivery of TBS projects.
  • Determine and manage the four core dimensions of the TBS using a program management approach. This includes defining methodological approach, objectives, results to be achieved, risks, and mitigation recommendations within an agreed timeline.
  • Provide strategic and operational leadership, set direction, define, and implement activities to achieve the most significant impact toward project goals and objectives for the TBS Program.
  • Develop and implement a stakeholder map and engagement process to engage and consult key stakeholders to develop a shared understanding of the program.
  • Build an integrated approach for the design and scale up for implementation for TBS with key stakeholders.
  • Advise the TBS Program Oversight Board and other key stakeholders on strategic issues relating to organisational transformation, including high-level risks, relationship impacts and dependencies, so that Oxfam makes informed and high-quality decisions in relation to TBS.
  • To be accountable for the program management and delivery of agreed goals and targets relating to the operational plan, including the provision of high-quality and timely reports on progress to stakeholders. Oversee the end-to-end management of the global transformation program, including planning, execution, monitoring, and control to ensure successful program delivery within the context of a complex organization. Establish governance structures and project management methodologies tailored to the specific needs and complexities of a global INGO.
  • Oversee financials of the programme including budget allocation, resource planning and cost control. Ensures financial oversight of projects and thematic budgets, maintaining timely expenditure in line with agreed priorities and donor guidelines.
  • Implement performance metrics and monitoring mechanism to track program progress during entire project cycle and budget expenses according to forecasting.
  • Lead the programme team, providing clear direction, coaching and mentorship. Foster a collaborative and empowering work environment that encourages innovation.
  • Track and monitor the progress of the change especially monitoring impact on stakeholders and provide regular and cohesive management reports to key stakeholders.
  • Work in collaboration with other important simultaneous areas of change in affiliates, regional teams and OIS Operations teams.
