Shaping a stronger Oxfam KEDV for people living in poverty

Oxfam KEDV Purpose

To work with others to find lasting solutions to poverty and suffering.

Team Purpose

To effectively lead, manage and drive the Oxfam KEDV response to the Turkiye earthquake crisis, working with other stakeholders across Oxfam KEDV

Job Purpose

To represent, manage and ensure the effective implementation of Oxfam KEDV country programme in her /

his specific area of operation. To ensure that programmes are tightly managed, policies are adhered to and implemented, and strategies are adjusted according to the local context, key standards of reporting, programme quality and accountability are met and that there is adequate integration of various sectors: WASH, Food security, Gender and Protection, as well as local partner interventions.

The post holder is responsible for ensuring the timely delivery of an integrated Oxfam KEDV response in line with donor contracts, adhering to the overall Turkiye earthquake response strategy and technical sub-strategies, as well as key standards of programme quality, reporting and accountability.

The Area Manager is a member of the Turkiye country programme coordination structure and expected to be committed to Oxfam KEDV’s vision and values and lead with integrity at all times. S/he represents Oxfam KEDV at senior levels with local authorities, the UN, donors, local partners, and other external stakeholders in her/ his area of operations.

S/he will be based in Hatay. S/he will be closely working with partners, the programme technical teams at the field office and the Country / Response lead.

Dimensions

  • Required to develop a long-term vision and strategic planning to achieve significant impact.
  • Represents Oxfam KEDV in Hatay and manages and influences significant and high-profile external relationships in specific programme units.
  • Helps shape objectives in specific programme technical teams/ areas.
  • Provides leadership of specific major programme units including setting and leading the delivery of specified programme units and/or team objectives.
  • Plans and manages human and financial resources and processes related to specific programmes and/or areas of expertise.
  • Manages a broad spectrum of programmes, requiring a variety of competencies and skills of the jobholder. Management tasks and problems are diverse, may be complex and involve a level of financial, security, and / or brand risk.
  • Produces, assimilates, analyses and uses programme information from varied and diverse sources to provide in-depth analysis in the specific programme units or policy area.
  • Decision-making is strategic and operational with a high degree of judgement based on specific problem-solving experience, drawing on a range of external and internal factors.
  • Works autonomously with significant financial, human resource, security and representational responsibility.
  • Is the key decision maker/responsible person for Oxfam KEDV inHatay
  • Assists the Country / Response lead in the formulation, organisation and delivery / participation of lobbying and advocacy. Leads the alignment of programmes with Oxfam KEDV priority campaigns and ensures effective harmonisation of planning and management with Oxfam KEDV.
  • Provides necessary support for the formulation of fundraising plans and ensures proper reporting and accountability internally and externally to multilateral and bi-lateral funders as per guidelines.

Key Responsibilities

Programme Management

  • Assume overall management of Oxfam KEDV programmes in Hatay
  • Ensure that key Oxfam policies are implemented, strategies are adjusted according to the local context
  • Coordinate the work of the technical team leaders to ensure that standards of reporting, programme quality and accountability are met.
  • Ensure implementation of monitoring and evaluation systems within the programme area and with the field teams
  • Lead / support on proposal development / design in coordination with the Country / Response Lead, Technical coordinators / Team leaders, Funding Coordinator and Finance manager.
  • Ensure timely and regular budget monitoring and management of the programme, including supporting the development of quality reporting against objectives and budgets through setting up of robust management arrangements.
  • Lead or participate in assessments of emergency situations within focal area, reporting back with clear recommendations, an analysis of needs, gaps, strategies, proposals and budgets for the Oxfam KEDV response.
  • Oversee the preparation of high quality and timely reports on programme activities and progress for the internal and external use, including institutional donor reports. Ensuring quality and timely narrative and financial reporting to Oxfam KEDV and donors.

Staff & Team management

  • In line with Oxfam KEDV performance management procedures, line manage technical team leaders and heads of support teams in the specific location; ensuring that overall performance management is in place and used effectively.
  • Ensure that recruitment and management of field staff is in accordance with Oxfam KEDV procedures and policies, including performance management, appropriate induction, opportunities and training for capacity development.
  • Ensure the programme design integrates capacity building of staff and local partners, and that realistic hand-over arrangements are planned for early on.

Humanitarian Strategy and Planning

  • Operationalise the overall Turkiye earthquake Response in her / his specific location with relevant government departments, local and international partners.
  • Work closely with local partner organisations and other key actors on contingency planning/pre-positioning.
  • Operationalise Oxfam KEDV’s humanitarian approach, focussing on community engagement, feminist principles, safe programming and local humanitarian partnerships.

Supporting Programme Quality and Implementation

  • Proactively raise programmatic issues for direct programme action and advocacy, supporting Oxfam KEDV’s response on wider policy and practice change.
  • Proactively ensure that gender equity, quality and accountability issues are considered in all aspects of Oxfam KEDV’s work.
  • Work with technical leads to ensure partnership principles are understood/applied and that clear MoUs, strategic and operational plans are in place for partner organisations and implemented.

Advocating and communicating on Oxfam KEDV’s work

  • Represent and develop good relationships with authorities and other agencies, be proactive in ensuring that Oxfam KEDV develops and maintains a positive profile.
  • Ensure that Oxfam KEDV’s programme is coordinated with those of other organisations and with the Government of Turkiye.
  • Keep informed of relevant programme issues and contribute to wider programme learning.
  • Advocate on key issues at provincial level and feed into external advocacy initiatives at national, regional and global level as required.
  • Work closely with the Advocacy Coordinator to operationalise the Response Advocacy Strategy at local level and suggest and develop focus areas for advocacy work.
  • Keep informed of relevant programme issues and initiate and contribute to wider programme learning – also by initiating and facilitating programme learning events and evaluations.
  • Reporting internally on key advocacy issues that support programming.
  • Represent Oxfam KEDV internally to country staff, modelling core competencies and behaviours of Oxfam KEDV humanitarian staff (“leading by example”), inspiring managers to help staff grow into Oxfam KEDV’s organisational culture. The post holder is also expected to promote this behaviour within the teams s/he supervises or oversees.

  • Required to adhere to Oxfam KEDV’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and committed to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • Undertake any reasonable duty and tasks that may arise from time to time.

Skills and Competence:

  • A proven record of several years of experience of managing complex emergency programmes in a variety of settings – particularly WASH, EFSL/livelihoods, Gender, Protection programming. Significant experience of managing emergency projects and programmes in complex environments at large field office levels.
  • A proven record of effective and complex management including managing budgets, staff and funding of the programme. This includes excellent people management skills, with a good understanding of team development and proven financial management skills.
  • Analytical and strategic planning skills.
  • Excellent organisational, problem-solving and negotiation skills. The ability to remain calm whilst deal with conflicting priorities/work under pressure is essential.
  • Excellent interpersonal and communication skills (written and verbal English) and the ability to write clear, concise reports.
  • Commitment to Oxfam KEDV’s overall aims, policies and values.
  • Experience of promoting gender equity and diversity and the interests of marginalised people in all aspects of Oxfam’s work
  • Diplomacy, tact, negotiation skills and an excellent sense of humour.
  • Sensitivity to cultural differences and the ability to create effective teams and work with external actors in a range of contexts.
