Oxfam in Algeria – Sahrawi Refugee Camps
Oxfam in Algeria has been active in the Saharawi refugee camps in Tindouf since 1975. Oxfam’s programme in the camps involves a combination of humanitarian (focusing on WASH and Food Security) and resilience interventions with policy and influencing work locally and globally.
Oxfam has recently developed a series of new projects with complex operations involving diversified and largescale procurement including water storage and supply equipment, agricultural products and technology, food supplies and procurement of sophisticated consultancy services. Additionally, it recently expanded its presence in the camps and established 5 sub-offices to support the projects.
Job Purpose
To support and implement the full range of Human Resource operational support for effective people management. To lead and execute efficiently and effectively all administrative function for the Country Office.
HR & Admin Team
The Country HR Senior Officer provides direct line management to HR & Admin Assistants in Tindouf & Algiers Offices ensuring the implementation of approved policies and procedures, compliance of HR and Administration minimum standards and delivery of agreed Key Performance Indicators.
Job Responsibilities
Recruitment, Induction, and HR Strategy
- Coordinate and facilitate delivery of timely recruitment and selection processes.
- Coordinate and facilitate all onboarding processes, ensuring new staff undertake all mandatory courses and inductions; maintain staff onboarding files for reference.
- Development and implementation of HR strategy within the programme with consultation with relevant stakeholders, with advice and support from the Country Management, Oxfam North Africa People & Culture Manager and the Executing Affiliate.
- To provide technical guidance and support to Field HR Assistant in Tindouf when requested by NAF PCM or Algeria CR or their designees
- Provide Health and Safety advice and proactively carry out risk assessments, including issues around staff health and wellbeing.
- Participate continuously in reviewing and making recommendations for improving the HR function and systems that support the Programme.
- Advise Country Management Team and HR team on HR business processes
- Ensures well-balanced gender equity and equality within the area of work, particularly in recruitment/selection and challenge any non-compliance to Oxfam’s strategies and norms.
Management of Benefits and Compensation
- Ensure applicable reward policies (R&R, TOIL etc) are communicated to all staff and properly adhered to.
- Advise and participate in benchmarking processes with purpose of maintaining adequate, affordable and attractive reward package.
- Ensure that all employment contract conditions are updated, in line with the local labour law and Oxfam’s policy.
- Coordinate the follow-up on the medical insurance contract and ensure all staff are subscribed.
HR Data Management and Reports
- Coordinate the updating of the program’s organogram.
- Lead and coordinate monthly reflection on Payroll.
- Maintain a file containing job descriptions, staff employment contracts and other relevant documents, as required by local Law.
- Responsible for the daily administration of staff and Monitoring HR policies/procedures that include holidays, sickness absence, R&R plus any other requests as they arise.
- Provide HR Management Information reports as required.
- Ensure all personnel files are up to date and properly filled as per Oxfam standards.
Policies Implementation and Compliance
- Communicate the need for change to any locally developed policy to the Country Management Awareness creation for Code of Conduct and all policies attached to it and conduct periodic refresher.
- Ensure application of staff handbook in decision making to enable consistency, fairness, equality and openness.
- Provide guidance on HR policies, supervise their implementation and coordinate their periodic reviews.
- Report any misconduct as per HR procedures.
Employee Relations Matters
- In Coordination with the Country and NAF Management, manage employee relations, disputes, complaints and conflicts in a professional manner with the aim of empowering employees and team leaders to have the necessary tools, resources and knowledge to resolve conflicts in a positive reinforcement manner.
- Report all Employee Relations Matters as per HR procedures
- Support with employee relations’ cases including grievances, disciplinary procedures, performance issues, redundancies, dismissals.
Staff Development, Succession Plans, and Exit Management
- Coordinate all training and development needs, succession planning and talent management, morale and motivation building and professional development.
- Lead exit management process to ensure smooth transitions for departing employees.
- Conduct exit interviews with exiting staff, generate exit reports, analyse the gaps and share outputs with stakeholders and suggest improvement plans.
- Management of organizational culture as per the Oxfam Values, report any matter contravene with Oxfam values and Policies.
- Provide information on L&D opportunities, including courses available on-line (E-learning) and information on managing people in Oxfam
General departmental Administration
- To attend staff meeting, CMT meeting and other related meeting where inputs are necessary.
- Recommend changes to the organizational structure as required
- Supervise the HR & Admin team
- Adhere to all applicable rules and regulations and report any non-compliances when observed.
- Support the Programme Manager in analytical reports on the activities and recommend actions/solutions for more efficiency and better management and compliance.
- In coordination with the Logistics Department, oversee all Oxfam premises (Offices & guesthouses) are well equipped and regular maintenance is carried out.
Job Requirements:
- Minimum five years of experience in: HR, administration or office management.
- Experience in leading HR departments and/or participating in country management is a must.
- University Degree in HR, management, business administration, social sciences or related fields.
- Excellent communication skills in written and oral English, Arabic, and French, with Spanish an asset.
- Good understanding of core HR/Admin functions
- Ability to initiate, plan, prioritise and organise work.
