MEAL Officer (Monitoring, Evaluation, Accountability and Learning Officer)
40 hours per week

Purpose of the function
In the framework of a project funded by the Belgian Government (DGD) “Integrated Protection in Area C: Enhancing the Resilience of Communities to Violations of International Humanitarian and Human Rights Law” the MEAL officer will lead the continuing development and implementation of an effective planning, monitoring, evaluation, accountability and learning system .The MEAL officer will use effective information and learning systems to support quality delivery of programmes as per Oxfam’s agreed standards.
Background
The project aims at preventing and mitigating the impact of violations of international human rights and humanitarian law, in particular against the risk of forcible transfer, through an increased resilience of target communities in Area C. It covers vulnerable communities in south Hebron, north Jordan Valley and Jerusalem Periphery and it is implemented by Oxfam partners ( Bimkom, Yeshdin, Land Research Centre) as well as the Oxfam Policy Team.
Main tasks of the function:
· In close collaboration with key staff from the two Oxfam affiliates: develop, test and maintain a monitoring, evaluation and learning system in support to the above mentioned programmatic interventions, taking into account the various donors’ requirements for planning, monitoring, evaluation, accountability, and learning.
· Perform a situational analysis of MEAL capacity and existing MEAL systems and procedures as relevant to Oxfam’s interventions mentioned above.
· Define the purpose, outcomes, and scope of the M&E systems to monitor and evaluate the above mentioned programmatic interventions.
· Coordinate the elaboration of a M&E plan and M&E work plan, including activities, responsibilities, timeframes, costs, etc. in close coordination with the program and finance staff of the two Oxfam affiliates.
· Gather baseline data on the indicators to measure the initial situation to be assessed against which performance can be examined.
· Consolidating and writing sections of reports and updates as directed from time to time.
· Develop key indicators, instruments/ monitoring tools etc in the field of planning, monitoring, evaluation, accountability and learning in support of the above mentioned programmatic interventions. This includes among others, routine data collection, analysis and reporting on the degree of achievement of the outcomes. The tools will be developed in view of the specificity of the project combining both qualitative and quantitative tools that will allow to measure change in people’s lives. Ensure the quality and timeliness of application of these instruments by the partners’ organisations and relevant Oxfam staff working on the above mentioned programmes, and holds these actors to account for their deliverables in these processes.
· Provides regular technical and specialist advice to the above mentioned actors, as well as to Oxfam
· The MEAL officer will specifically develop and implement a M&E capacity building plan for staff to ensure the sound use and sustainability of the system in this and other programs/projects of similar nature
· Define reflection moments with Oxfam and partners to provide the opportunity to the projects’ partners to use the data and information produced by the system in decision making and learning to improve results, in addition to enhancing their accountability and transparency towards donors as well as their partners and beneficiaries
Required knowledge level:-
· At least 6 years working experience, out of which three in monitoring and evaluation processes;
· A Bachelor Degree in a relevant field will constitute an asset;
· Excellent communication and participatory facilitation skills;
· Substantial experience with monitoring tools;
· Strong report writing skill in English ( good command of Arabic would be an asset;
· Excellent coordination, networking, advocacy skills;
· Familiar with human rights ,international humanitarian law and livelihood related issues in the context of protection work;
· Able to organise the job within a complex network of stakeholders and implementing partners;
· Capacity to understand what internal processes can be improved and how;
· Good team player;
· Ready to travel frequently in various locations in oPt, including remote areas in Area C.
We offer
The employee will be contracted by Oxfam Novib according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Indicative salary range: 126,309 – 189,463 gross per annum.
