- PURPOSE AND BACKGROUND
Oxfam has committed to ending patriarchal power, achieve gender equality and social justice that prevent women and gender non-confirming persons from realizing their rights.
The Oxfam Global Strategic framework establishes the priorities for Oxfam (2020-2030). These priorities are set out in four transformative areas of change and six approaches that will guide Oxfam interventions and will make our impact distinctive.
Oxfam’s strategic framework has a core commitment to a feminist approach aiming to be “feminist in everything we do” and has Gender Justice as one of the transformative areas of change. At the same time, the confederation is going through a process of horizon thinking outlining core priorities for the next four years.
The current assignment aims to respond to the need to be accountable to the GSP on the Gender Justice theme but also to the need to provide Oxfam with key strategic priorities and a collective roadmap as to have a common over-arching Oxfam Gender Justice Strategic Plan for 2023-2028.
In order to support this process on Gender Justice and further develop pathways of change towards established strategic priorities on Gender justice within the confederation, Oxfam OI identified the need to develop a feminist process outlining a common and confederation wide vision statement and collective roadmap with key priorities.
- OVERVIEW
Oxfam is looking for consultant to undertake a short-term assignment to lead a feminist process to co-create and finalize a Gender Justice Strategy based on a Theory of Change (ToC) for Oxfam’s confederation wide programming and advocacy work on Gender Justice.
The GJ Strategy will include global trends shaping our agenda, feminist values, a Theory of Change (including vision, priority goals, strategies, pathways and assumptions), a guidance note for a feminist approach as well as recommendations for links with other Oxfam thematic areas.
- OBJECTIVES
The main objective of this exercise is to lead a consultative process to co-create and finalize a Gender Justice Strategy based on a Theory of Change (ToC) for Oxfam’s confederation wide programming and advocacy work on Gender Justice.
Thus, the specific objectives of this assignment are:
- Lead the process of co-creating the Gender Justice Strategy of Oxfam which will be valid for 5 years
- Lead a strong feminist process on strategy, process and accountability, and a non- extractive, decolonial, anti-racist, LGBTQIA+ inclusive and
participatory approach.
- Develop a think piece on how Oxfam is using a feminist approach in all the work that we do and list good practices within and external to Oxfam on the same.
- METHODOLOGICAL CONSIDERATIONS
For this assignment, the process is as important as the product.
A feminist process with stakeholders at the core of the planning, creation, analysis and decision-making process. The process is framed as the beginning of a transformative change anchored in a diverse, democratic, inclusive and decolonial approach. This approach will center a feminist vision. The focus of the methodology is to place power into the right hands, co-creating with innovative and feminist leadership.
A set of existing Oxfam documents will be the basis of analysis for this assignment: GSF (2020-2030), Gender Justice analysis of regional and country operational plans, affiliates strategic plans, Oxfam’s Gender, Rights and Justice Influencing strategy, Oxfam specific gender frameworks (GiE, TLWR, etc), external analysis, etc.
The following should be considered in the methodological proposal:
- Stakeholders to be included in the process (internal colleagues working on gender justice (programmes, campaigns and advocacy) as well as other thematic areas, and external stakeholders (grassroots feminist and WRO and movements). - Proposal for a feminist and co-creative process on the creation of the vision and ToC of gender justice. - Considerations on ensuring accountability and co-ownership of the theory of change - Ensuring a feminist approach and linkages to anti-racist, LGBTQIA+ inclusive and decolonial work in the designing of the TOC - Present the draft strategy for feedback and validation from the steering group, GJ platform, and other internal and external stakeholders - Actively monitoí and document how a feminist appíoach is being applied in the píocess
- PROJECT DELIVERABLES
A feminist process to co-create the Gender Justice Strategy based on a Theory of Change (ToC) for Oxfam’s confederation wide programming, advocacy and campaigning work on Gender Justice.
Finalized FF Gender Justice Strategy, including:
- Current challenges, opportunities and global trends shaping our agenda (external context on shrinking space for CSOs/WROs, regression and/or lack of advancement on SRHR, etc)
- Feminist values (feminism, partnerships, etc)
- Vision and purpose/mission on Gender Justice work across the confederation (for programming and advocacy work)
- A framework with a limited (3-4) key domains of change/ strategic goals for programming and advocacy work
- a set of high level outcomes to accelerate progress and effect change (leading to the key domains of change), including methodologies, approaches, assumptions/risks and mitigation strategies
- 3 – 5 key actions guiding collective work within each high level outcome.
- a guidance note (2-pager) on Oxfam’s Feminist approach defining “How” Oxfam will work to deliver our strategic commitments based on both existing information and learnings from the process of developing the GJ strategy itself.
- Exploration of gender integration in other thematic areas of work: Climate, Humanitarian, Accountable Governance, and Economic justice and how that contributes to the GJ strategy.
- PAYMENT
The payment to the selected consultant would be done as per the Oxfam OI policies for payment to consultants.
- TIMELINE
The exact due dates for all deliverables and activities will be finalized by in consultation with the Oxfam team and the Lead consultant. The expected time for this assignment spans over the period of three (03) months starting end of February 2023.
- SKILLS AND EXPERIENCE
Required skills and competencies for this assignment:
- Expertise in developing theories of change or strategic frameworks - Expertise in feminist and de-colonial approaches and methodologies - Expertise in gender justice work - Understanding of different approaches to developing theories of change and the implications strategic frameworks - Experience and skills on synthesizing and conceptually organizing organizational wide strategies - The ability to link to grassroots stakeholders - Good analytical skills. - Excellent writing and communication skills - Experience working remotely with teams spread across different geographical locations across time zones. - Fluency read, written and spoken English. Good level of read and spoken Spanish and/or French will be valued.

- A page-cover letter expressing your interest
- The consultant’s background and significance for this assignment
- A clear methodology and proposal on process
- A detailed work plan, with a clear timeline for completing the assignment (including a schedule for providing intermediate feedback)
- The methodological proposal should not exceed 10 pages
- Financial proposal, including a budget detailing daily fees for the consultant/s
The evidence of undertaking of at least 2 similar assignments should also be submitted with the proposal as a reference to prior experience.
