DEPARTMENT PURPOSE: The Oxfam International Operations Department includes a range of functions including: Safeguarding, Finance, People and Culture, IT Systems, Risk and assurance, and Legal. These functions provide safe, and inclusive operational services, that enable the Confederation to have greater impact and support the delivery of the OIS strategy. This to be achieved through the management and continual improvement of Oxfam International Secretariat’s key operational functions. This includes the provision of services and support to OI(OIS and Countries and Region); coordination of these functions across the Confederation to facilitate greater efficiencies ,harmonization of services for improved quality and consolidation of key operational data; operational support to countries and regions, in close partnership with the with Oxfam Affiliates.

TEAM PURPOSE: The Oxfam Reward Shared Service (RSS) aims to provide a people centred, efficient and effective Reward function to which allows Oxfam to attract and retain the right talent at all levels and in all countries, who will in turn increase the impact on programme delivery and Oxfam’s ability to meet its strategic objectives. The team predominately provides support to countries, clusters, and regional platforms. The role is also responsible for providing support and advice to affiliate headquarters, to support consistency across the Confederation.

JOB PURPOSE

Provides expert advice on a broad spectrum of strategic and operational reward matters to managers and senior leadership across the confederation and contributes to the development of the global reward strategy. Provides dedicated senior International Reward Business partnership and focal point for reward matters for designated stakeholder groups and activities, specifically Oxfam GB’s Executive Affiliate reward activities and non-UK based staff including the delivery of the annual calendar of reward activities, development and implementation of reward policy and practice and solutions, and expert guidance and governance which reflect and embed our values and aspirations to be safe, feminist and anti-racist in how we work.

DIMENSIONS OF THE ROLE

  • Operational lead for the Reward Shared Service contributing to planning and delivery of the OI Reward Strategy and to ensure consistently high standards of partnering and advice, developing and promoting best practice in line with legal requirements and Oxfam’s culture and values.
  • Makes strategic plans and decisions within the business area, and as part of the wider RSS and HR management team, to further the medium term strategic and operational objectives of Oxfam International it’s EAs and the HR function.
  • Owns and leads the relationship with Oxfam GB and the Global Humanitarian Team on Reward matters and provides professional advice to senior managers on a wide spectrum of HR issues – generalist or relevant to specific area of expertise.
  • Develops solutions to specialist, diverse and/or complex HR operational problems, in line with Oxfam’s strategic aims and objectives, working in collaboration with other areas of expertise in the business and wider HR team
  • Manages strategic HR information from a variety of sources, and uses data analysis inform decision making, anticipate issues and drive continuous improvement
  • Leads and encourages the transformation, digitisation and simplification of Oxfam and HR processes and ways of working, in line with culture objectives and in collaboration with colleagues from across the business
  • Deputises for Head of Reward Shared Service where required
  • Motivates and develops teams, encourages and role-models the Oxfam working culture
  • Encourages staff representation and involvement in line with our feminist principles.

KEY RESPONSIBILITIES

  • Provides expert advice on a broad spectrum of strategic and operational Reward matters to managers and senior leadership across the confederation
  • Oversees delivery and governance of the annual calendar of pay reviews and reward activity that falls within the RSS remit.
  • Works with HR teams and line managers and staff representatives to deliver confederation and Oxfam GB’s non-UK reward commitments including policy and practice development and implementation including work to harmonize approaches across the Executing Affiliates.
  • Supports implementation of Executing Affiliates’ international reward activity and is leads partnering activity for the RSS with HR colleagues and mangers in Oxfam GB and the Global Humanitarian Team to ensure effective and efficient implementation of international pay reviews, case work and reward related change activity outside the UK.
  • Contributes to the development and delivery of strategic reward and systems related plans and activities and ensures consistently high standards of Reward policy, practice and advice, through design and delivery approaches which reflect best practice and support the OI and OGB’s desired organisational culture and ways of working.
  • Project manages designated reward projects
  • Ensures that development of reward arrangements and solutions that take an employee-centric approach, benefit from an outside-in perspective and learning from others wherever and whenever we can and a diverse range of voices and perspectives are represented internally.
  • Utilises own experience and expertise to develop and build understanding and capability of others inside and outside the HR family including skills building interventions, in conjunction with HRBP teams across the wider management community.
  • Manages and develops the HR understanding and reward capabilities across the confederation.
  • Senior specialist role which attends relevant internal and external leadership, decision making and collaborative forums representing OI’s People and Culture and Reward Share Service Teams

  • Significant experience of complex international Reward delivery gained within a large, unionised organisation and with multiple stakeholders
  • Up to date and in-depth knowledge of reward practices
  • Experienced in contributing to medium-term strategic and operational business planning and delivery of successful outcomes with a positive impact for the business
  • Analytical skills, including using data to inform decision making, and being able to weigh up and take decisions when there are unknowns and different possible solutions
  • Influencing skills
  • A role model for wellbeing and resilience
  • Experience in developing others (inside and outside HR) to build knowledge, understanding and capability in reward management. Includes skills building across the wider management community.

At interview, shortlisted candidates will also be assessed on our values and organisational attributes, as outlined above.

Desirable

  • Coaching or training/facilitation experience
  • MCIPD qualified or equivalent experience level
  • Experience of working in an INGO and/or international environment
  • Understanding and/or experience of feminist leadership principles, anti-racist and intersectional approaches in practice
