Background
From 2011-16, Oxfam is implementing a DFID-funded global initiative aimed at improving the quality and effectiveness of civil society programming in fragile and conflict-affected settings.
The programme is designed to build the capacity of civil society partners in these countries in order to identify and respond to specific challenges within their local fragile settings
Tasks and deliverables:
The technical consultant expected to conduct the following deliverable:
An agreed contingency plan document covering the following areas:
- Introduction/ background
- Disaster/ conflict escalation scenarios
- Operational Plan- including agreed strategy, any agreed target areas for response, agreed assessment methods, agreed external communication and local outreach plans
- Internal and external co-ordination mechanisms
- Accountability mechanisms, including recommendations and guidelines for community level engagement
- Review/ evaluation of plan following implementation
The technical consultant is expected to deliver the following Tasks:
- Review and conduct a full context analysis to identify the potential scenarios of crisis in Gaza, including interventions during both manmade and natural disasters and consequently identify the different levels at which contingency planning should take place.
- Develop agreed indicators for each possible scenario.
- Review the project mission and vision, and documents of current intervention in Gaza; define gaps, weaknesses and strengths and provide recommendations.
- Review project literature at global levels on successful contingency plan development.
- Prepare an action plan for the workshop, along with a timeline, in consultation with the project team.
- Prepare an agenda for and facilitate a 4 day workshop that results in the development of a contingency plan for 8 CSO representatives and 4 researchers.
- Conduct session on scenario planning and indicators with participants in order to gain buy-in.
- Design interactive approaches and tools to be used during the workshop to consult representatives on the risks and vulnerabilities, needs and range of approaches to response.
- Gain commitment from representatives on roles and responsibilities, with plan management clearly agreed upon.
- Consolidate workshop outcomes into a draft contingency plan which should be aligned with coalition objectives.
- Finalize the contingency plan document based on comments and review made by project team and workshop attendees.
- Consult participants and share draft with coalition members and request their feedback in order to achieve buy in.
Time Frame and location
The consultancy will be 20 work days carried out over the month of November 2015. This consultancy will be based both at home and in Gaza.
Qualifications - Previous experience in the design and development of contingency planning with civil society organisations within a volatile security context
- Good humanitarian background with good understanding of humanitarian principles and dynamics of emergencies and humanitarian response.
- Proven skills in workshop facilitation through a consultative approach
- Proven professional experience in institutional/capacity building for civil society organizations
- Knowledge of women and WWD sectors
- In depth knowledge of the context in the OPT, would be an asset
- Excellent facilitation skills
- Fluency in English (oral and written), knowledge of Arabic is an asset
