1.0 BACKGROUND AND PURPOSE
The current assignment will aim at supporting Oxfam HECA region to consolidate and develop a climate justice value proportion and pitch for the different partners including prospective donors. Climate change is negatively impacting on lives and livelihoods of marginalized communities especially vulnerable women in the HECA region. Oxfam is seeking to expand and grow its climate change interventions taking the following dimensions into consideration. Oxfam climate justice is expected to outline key priorities for climate justice programming and engagement with national and regional level advocacy:
· Gender and feminism: There is consensus in the Paris Agreement to take gender justice into account in the response to the climate crisis.
· Climate finance issues: There exists a $100 billion goal and there are currently negotiations to set a new post-2025 climate finance goal.
· Realising the global temperatures emission to 1.5˚C or better.
· loss and damage: Poor and vulnerable countries and communities are least responsible for climate change but are facing the brunt of its negative impacts.
· Climate smart agriculture, in relation to opportunities for both mitigation and adaptation.
· Rights based approaches.
· Water and sanitation concerns.
· Building resilience to effects of climate change
· The nexus of humanitarian work, peace, and development.
Oxfam works with others to raise awareness of the human impact of climate change and how climate change, inequality and poverty are linked and reinforce each other. We advocate for climate justice making sure that the voices of those most impacted by the climate crisis are heard and drive the solutions, above all women.
2.0 OBJECTIVES AND CANDIDATE ACTIVITIES OF THE ASSIGNMENT
Oxfam in HECA has several ongoing and allied initiatives that respond to various community needs. In particular, our vast livelihoods and resilience programmes are supporting communities in many parts of the region to build resilience to climate change. However, there is a need to clarify the supply-end of the work (By Oxfam) and develop a value proposition outlining a critical set of interventions that the organization should embark on and strengthen in addressing climate justice. This is in line with Oxfam’s new global strategic framework. It is envisaged that the climate justice will support resource mobilisation efforts for climate justice programming in the region as well as its effective integration within ongoing climate change interventions. The primary target/audience of the value proposition will be the institutional donors, Oxfam country programme & other like-minded organizations
Based on interactions with various climate change documents and processes that are ongoing in HECA and within the broader Oxfam confederation, the consultant is expected to.
- Review the Oxfam global climate change principles, regional climate change strategy, country level interventions.
- Undertake consultations and interviews with Oxfam global, regional, and country staff and externally with partners and potential donors to understand climate justice priorities for the region
- Develop climate change value proposition highlighting Oxfam’s track records and ambitions on Climate Justice programming in the region (both at regional and in-country) targeting for socialisation and engagement with donors (some of them will be pre-identified).
- Validate the climate justice value proposition and pitches with Oxfam staff, country teams and potential donors and align accordingly

3.0 METHODOLOGICAL CONSIDERATIONS
The consultant will work independently but in close and regular communication with a dedicated Oxfam working group, set up to guide and support this project. The consultant will detail the proposed methodology to be followed in the application proposal, but he/she is expected:
· To present an updated methodology and work plan in line with the ToR
· To make on-line regular consultation processes with key staff from the HECA platform.
· To accompany selected teams closely all through the assignment, participating with them on-line in key engagement meetings.
Short-listed consultants will be required to make a presentation of their proposals in front of the working group, prior final selection.
4.0 EXPECTED DELIVERABLES
The consultant will be expected to produce the following outputs
Develop an inception report with a clear indication of methods, activities and work plan that would logically lead to the development of the value proposition.
A short report that outlines the process, findings, guidance of value proposition and advocacy strategy; and recommendations on taking the work forward including an outreach plan and strategy.
A high-quality document of no more than 8 pages including a climate justice strategy, brand wordings, strategy messaging, taglines, our value proposition, our positioning with the climate change continuum of interventions and our results promise

5.0 TIME COMMITMENT
The assignment is expected to start and end in April 2022. Planning for a maximum of 21 working days seems reasonable, although it can be less or more, if properly justified in the application proposal.

The consultant is requested to provide a budget for the work, which breaks down daily fees and any other costs.
8.0 ESSENTIAL SKILLS AND COMPETENCES
Required skills and competencies for this assignment:
· Relevant university degree and postgraduate / master’s degree
· Knowledge certified with evidence (certificate, etc.) of global climate finance architecture
· At least 5 years’ experience and skills on developing value propositions, fundraising strategies, and engagement plans
· At least 5 years’ experience and skills on facilitate dialogue and exchange
· Good analytical skills.
· Excellent writing and communication skills
· Fluency in English.
