Consultancy Services of: Animation Studio
A. BACKGROUND
Oxfam is a global movement of people who are fighting inequality to end poverty and injustice. Across regions, from the local to the global, we work with people to bring change that lasts. Our work is grounded in the commitment to the universality of human rights. Driven by diversity and founding our asks in evidence and experience, we take sides against poverty and injustice everywhere. Feminist approaches guide all our analysis, action and interaction.
Care work, both unpaid and underpaid, is mostly carried out by women, and still remains largely invisible in policies and projects across many organizations. Women undertake more than three-quarters of unpaid care work and make up two-thirds of the underpaid/paid care workforce. This unequal gender-based distribution of care work, both unpaid and underpaid/paid, is the main causal pathway that adversely influences women’s meaningful, active and productive participation in the formal economy. In addition, unpaid care work remains largely invisible, unrecognized and unaccounted for in national accounting systems, leading to a devaluation of women’s contribution to society and the economy at large.
The unequal distribution of paid, unpaid and underpaid care work between women and men has long been a major driver of gender inequality and has been further exacerbated by the Covid-19 pandemic. Yet care perspective continues to remain missing development finance and national accounting system leading to a devaluation of women’s contribution to the society and the economy, and poor investment in addressing the care crisis. To address this, and specifically engage International Financial Institution (IFIs) to realign their investment priorities towards a care responsive development approach in the post Covid-19 financial architecture
Oxfam working with feminist organisations has developed a suite of tools to help centre policies related to care work within institutions and national policies. The Care Principles guide, setting out 28 key principles, aims to influence institutional policies towards recognizing, planning, adopting and monitoring strategies that reduce and redistribute care work. In addition to this guide, the Care-Responsiveness Barometer provides an accountability framework for institutions for greater integration of care related policies.
B. RATIONALE
The current Care Products toolkits and reports are heavy and thoroughly detailed. We aim to create easy to communicate and read versions to be developed into short videos for wider consumption.
High quality animation product, in the form of a doodle explanation of the care principles and barometer are required to engage the audience and to share findings from the care knowledge products developed by Oxfam.
The animated graphics will be used to great effect to promote the research and reports in a variety of ways. The video will include responses to why do we need to address care, what are the current challenges, what and how can the principles and the barometer be used.
The animations need to be attractive and easy to digest to engage and educate.
C. PURPOSE OF THE ASSIGNMENT
Oxfam seeks the services of an individual/firm who is skilled in animation production and has experience of working with the development sector to create presenting data and information from the care knowledge products developed by Oxfam in moving visuals or animations for a more engaging and attractive content for the intended audience.
D. SCOPE OF WORK
Oxfam seeks the services of a consultant to produce animations videos. Consultant selected for this assignment will perform the following indicative tasks:
- Present a workplan for the assigned consultancy with timelines
- Meeting for understanding Oxfam brand guidelines
- Develop scripts for the animations after holding meetings with Oxfam staff
- To record narration and background music for the video
- Present a storyboard along with the script for approvals and feedback incorporation (per animation)
- Re-share storyboard and script (if need be)
- Share the first cut of the animation(s)
- Incorporate feedback
- Share the second cut (incorporate feedback if need be)
- · Produce the final cut
- Finalize the videos as according to the feedback provided by Oxfam.
- To manage all necessary tools and equipment
E. Methodology **
The consultant would be required to review the care knowledge products developed (which includes the Oxfam’s Care Principles, the Barometer, IFIs relation care principles and barometer) and develop the material into an easily digestible and engaging content.
All content produced will be a property of Oxfam and may not be used for other commercial purposes without permission. The consultant will work in close collaboration with Oxfam’s Communications team to ensure delivery of the required product on pre-defined standards, using Oxfam’s branding guidelines. The final product will be subject to approval by Oxfam.**
F. DELIEVRABLES/OUTPUTS
The consultant will be expected to produce high quality animations. The consultant shall submit the source files and three animated videos from the following documents:
- Care Principles Guide
Care Principles and Barometer for IFIs
Care-Responsiveness Barometer
Care Responsive Budgeting Report on World Bank’s Covid-19 investment and policies from Case studies in Asia.
The two animated videos can be from 2 to 3 minutes long, depending on the script.
A longer version which combines both the principles and the barometer can be no longer than 7-9 minutes.

G. IMPORTANT NOTES
- For the animations, the selected candidate will be bound to adhere to the branding guidelines of Oxfam International.
- The selected candidate will report to the Media Communications Lead and Project Coordinator.
- No equipment will be provided by Oxfam and the selected candidate is expected to use their own resources and materials to create the artwork.**
- Oxfam will have the right to use the communication products whilst attributing the consultant’s credit.**
- Oxfam will be providing the assess to the reports to develop the animation upon. **
- The candidate is expected to deliver two rounds of edits of the animation products during the process of completing the consultancy.**
H. TIMELINES
The consultant will be expected to deliver all the animated videos by April 2022.
The assignment is expected to be implemented with the following expected timelines:
Tasks : Timelines
- Contract signing : 3rd week of March 2022 (Tentative)
- Share first drafts of scripts and
- storyboards of animated videos : One week after signing of the contract
- Share final scripts of animated videos : 1 week
- Share first cut of 1st animated video : 1 week
- Share first cut of 2nd animated video : 2 weeks
Share the first cut of 3rd animations
Share 2nd cut of both animated videos - Submission of first two animations : 4 days
- Submission of third animations : 4 days
J. SELECTION CRITERIA
The proposals will be evaluated through a competitive selection process. Following criteria will be followed.
- Consultant’s Profile: 50 points
- Sample of Previous Work: 20 points
- Proposed Budget: 30 points
K. SKILLS AND COMPETENCIES
- Thematic knowledge:
The applicant must have basic knowledge on gender, covid-19 issues unpaid and undervalued care work
Knowledge of standard documentary production and professional photography, including being a skilled writer.
Demonstrated experience in producing high quality multimedia products (documentary films, AVPs, infographics, brochures, leaflets, etc.). Must provide link to portfolio
- Professionalism:
Excellent interviewing skills and demonstrated ability to independently develop videos and produce high-quality communication products. Conscientious and efficient in observing deadlines and achieving results.
- Communication:
Listens to others, correctly interprets messages from others and responds appropriately; demonstrates openness in sharing information and keeping people informed.
Previous work experience with other international non-government organization is desirable.
