Given the interplay between conflict and humanitarian challenges facing Burkina Faso, Mali and Niger, Oxfam is looking for a Multi-Country Humanitarian and Conflict Campaign Manager, position based in Burkina Faso with travel to Niger and Mali . This person will report directly to the Country Director of Oxfam in Burkina Faso, functionally to the Emergency Managers of the three countries.
WHAT WILL BE YOUR RESPONSIBILITIES?
- Develop and implement the strategy:
Provide technical oversight and strategic leadership of the activities of the Oxfam offices in Burkina Faso, Mali and Niger, ensuring the complementarity of Oxfam's humanitarian and development activities in the countries. This person will work within the country emergency teams, particularly with the Officers, whose capacities they will build, in close collaboration with those responsible for influence and the media in the countries, ensuring that the field experiences of the program feed advocacy at local, regional and international level. They' will systematically ensure that advocacy strategies and actions are based on the needs of the most vulnerable in Oxfam's areas of intervention and are based on ongoing Oxfam programs and humanitarian principles and standards in accordance with Oxfam's values , with a strong integration of monitoring, evaluation and learning (MEAL). Its role will be to strengthen the link between advocacy and programs with the more systematic integration of influence/advocacy in humanitarian and peace programs.
Give the orientation of humanitarian and conflict media work as an essential lever of influence to achieve the desired changes. Support the media team in the development of innovative and strategic humanitarian & conflict / RIC media products in order to achieve the objectives of change of the strategy. - Ensure coordination:
Mener, orienter et coordonner le plaidoyer sur les pays au niveau national, régional et global en coordination avec les équipes pays/programmes, les partenaires, le bureau régional. Débvelopper un réseau interne et externe.Participer au niveau de chaque pays au groupe de travail sur le plaidoyer des ONGI, en animant des réunions, en proposant des produits de plaidoyer communs.Assurer un partage d’information clair et régulier sur les efforts de plaidoyer en cours et à venir, les succès et leçons apprises au sein de l'organisation.
QUELLES COMPÉTENCES ?
- Un diplôme universitaire ou équivalent dans le domaine des relations internationales, sciences politiques, droit international, communication,
- Cinq (5) ans d'expérience significative et avérée en matière de plaidoyer et campagnes dont au moins 3 ans passés dans un contexte humanitaire, de préférence avec une ONG internationale ;
- Une expérience significative dans la conception et l'exécution de stratégies influence ;
- Expérience d’encadrement et renforcement de capacités plaidoyer/influence des partenaires et/ou équipes;
- Expérience de travail avec des collègues à distance dans différents lieux géographiques et de gestion de réseaux d’influence ;
- Connaissance et compréhension des dynamiques et différents acteurs de la société civile au niveau régional et dans les trois pays ;Expérience de travail avec des collègues à distance dans différents lieux géographiques et de gestion de réseaux d’influence ;
- Connaissance de l’usage des media dans le travail d’influence. ;
- Perfect mastery of information technology and computer tools, especially MS Office (Word, Excel, Powerpoint, etc.);
- A perfect command of French and a high level in English, written and spoken.
