VIDEO ON INEQUALITY IN ASIA

We are looking for an individual consultant or agency to develop a video to introduce the findings and recommendations of our research paper on inequality in Asia.
Contract Duration: One month
Location: Remote support
Background
Over the last few decades, Asia has seen a great increase in wealth and income levels and made strides towards the reduction of poverty. However, this progress is only limited to certain sections of society and the region has been marred by extreme economic inequality. This meant that a vast majority of Asians were concentrated in low paying, precarious employment with unsafe working conditions, lacked access to services such as health and education, faced malnutrition and had poor life outcomes. Meanwhile, a small majority continued to thrive and saw their wealth increase manifold. For women, ethnic, religious and sexual minorities and migrant workers, the situation was even worse.
The COVID-19 unleashed a health and economic crisis that exposed and exacerbated this unequal system. Lockdowns and shrinking economies resulted in loss of jobs and incomes across Asia. Those on the lowest rungs of the economic ladder and working in informal and low-paying jobs were the worst affected. Those who were ‘just managing’ but lacked social security and savings were pushed further into extreme poverty. Illness and mounting health expenses, with no possibility of social distancing or sufficient access to water and sanitation worsened the suffering of the poor and caused loss of life. Meanwhile, wealthy elites were able to protect their health and wealth and in some cases even capitalize on the pandemic to grow their businesses. The result has been the death of over a million people in Asia and a set back on the progress made towards equitable development.
Oxfam has been advocating for policy changes to address the growing inequality in Asia and the pandemic has made this work even more important and urgent. We recently developed a research paper which looks at the impact of COVID-19 on inequality in Asia and identifies some key policy changes and principles that governments can prioritize to ensure a recovery for the many and a fairer future for everyone. We will be launching this paper ahead of the World Economic Forum (WEF) meeting in Davos in January, along with a digital campaign to share the findings and build public support for the recommended policy asks.
Objective
The purpose of the short video is to share the findings of Oxfam’s research paper, raise awareness about inequality among digital audiences and draw support for our campaign calling for policy changes to address inequality.
Scope of Work
Oxfam seeks the services of an individual consultant or agency to produce a short video (Max 2 mins) sharing the main findings of Oxfam’s paper on inequality in Asia. The consultant will be expected to produce a powerful, emotive video that shows the human face of the crises, making adequate use of stock footage and music. All Content produced will be the property of Oxfam and may not be used without permission. The consultant will work in close collaboration with Oxfam’s team to ensure delivery of required outputs on pre-defined standards.
The consultant will be expected to produce the following outputs:
· Short video (Maximum two minutes) in consultation with Oxfam team
Methodology
The assignment will include but not be limited to the following and the consultant will be expected to work closely with the Oxfam throughout the process:
Development and approval of creative concept and visual theme
Development and approval of story board
Drafting and approval of script
Production of sample cut
Final submission of first cut
Feedback from the wider Oxfam team
Submission of second cut based on feedback from Oxfam
Timeline
The assignment is expected to be completed within one month of signing the contract and with the concept and storyboard shared with Oxfam within the first week. One week should be allowed for the final review and incorporation of feedback from Oxfam.
Expertise
· The consultancy is open to individuals/Agency with a minimum of 5 years’ experience in developing videos
· Team members should have an educational background or vocational training in design, media and communications, strategic marketing or another relevant field with a relevant degree or diploma
· Proven experience of developing videos for international and/or national NGOs and/or corporations
· Proven experience of developing digital knowledge products and animated videos for awareness-raising
Submission of Proposals
All proposals must include the following:
Technical proposal comprising creative methodology, innovative approach, resume/profile of the applicants (maximum 2 pages)
Itemized financial quotation

Selection Process and Criteria:
The proposals will be evaluated through a competitive selection process. Following criteria will be followed.
· Consultant’s profile(including samples): 50 points
· Methodology: 20 points
· Proposed Budget: 30 points
Please note that all qualified proposals will be evaluated based on track record, level of capacity, credibility, and cost-effectiveness. Applicant may be asked to take a test or complete a task as part of the selection process.
