Humanitarian response is central to Oxfam’s work in Myanmar: in Kachin, Rakhine, and Northern Shan States, where hundreds of thousands of people are affected by conflict, Oxfam works with partners to deliver lifesaving assistance and support the dignity of affected communities.

Objectives of the consultancy

To ensure that Oxfam in Myanmar country security strategies are developed, implemented, monitored and reviewed; consistent with our policies, standards and requirements, and to support the overall of security culture of our organization.

Responsibilities

Analysis

  • Ongoing analysis of the context and developments in relation to the security situation in different locations and Yangon.
  • Develop and maintain up-to-date context analysis and risk assessment.
  • Support in the development of internal situation reports.
  • Maintain close contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure gathering of reliable security information.
  • Undertake regular and ad hoc security assessment missions as necessary, in order to gather information and to analyse the overall security situation in existing and potential areas of intervention.

Security system & awareness

  • Take lead on the development and updates of Security Management Plans for all operational areas.
  • Ensure that all staff and visitors receive appropriate security briefings.
  • Support the development of a security management strategy.
  • Advise and support the Country Director with regard to implementing the security management system.
  • Conduct security briefings will all staffs
  • Support and coordinate additional security training where needed.

Coordination

  • Liaison with local stakeholders such as (I)NGO’s, UN, partners, communities to share and exchange information.
  • Coordinate with Country Director and senior management staff to inform and co-ordinate on security issues.
  • Update and coordinate with the Oxfam Regional Security Advisor in Regional Platform and Global Security Advisor where appropriate.
  • Communicate with relevant staff in order to ensure that the security management system complements the program and advocacy activities and vice versa.**

Required Skills, Experience, and Knowledge

  • Considerable experience in, and knowledge of, the security situation in Myanmar
  • Considerable practical experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations,
  • Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
  • Proven experience of field based training.
  • Ability to advice and support field staff in a consultative manner.
  • Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organised and efficient.
  • A sound understanding of the importance of gender.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
  • Committed to Oxfam principles
  • Fluency in English and ideally a working knowledge of the local languages spoken in Myanmar

Duration/ time

The consultancy support will be for 8 to 10 days (FTE) for a period of six months.

  • Curriculum vitae (CV) for the consultant
  • A cover page explaining similar previous work and interest
  • One example of previous research/ analysis
  • Two Professional References
  • Expected consultancy fees
