The Role

The Advocacy and Civil Society Mobilization Manager Governance/Protection Program’s position is a Strategic Role that :

Will work with the program team in support to the civil society organisations in advocacy, lobbying and community mobilisation promoting good governance and accountability from power holders

The post holder will be working with the teams in Bukavu, Mbandaka, Kalemie and Kinshasa. She/he will be based in Kinshasa with frequent visits to the field sites.

What we are looking for

We are looking to recruit an experienced candidate to lead the civil society mobilization and advocacy component of our governance and protection program called "our rights and duties" in fragile and conflict-affected contexts. The Civil Society Mobilization and Advocacy manager will engage on governance priorities at multiple levels: local, provincial, and national. The post holder is responsible for developing and leading on the implementation of an advocacy strategy in support to civil society organizations, support with community mobilization approaches and a strong learning and monitoring component in 3 provinces (Equateur, South Kivu and Tanganyika) in addition to Kinshasa, the capital city of DRC.

The person will have the responsibility in :

  1. Program Management

  2. Coordinate the overall implementation of the program's advocacy strategy, monitor field activities across the project and plan accordingly.

  3. Ensure financial, logistics, and programmatic management of the program's advocacy activities. The Advocacy and Civil Society Mobilization Manager is responsible for the advocacy and civil society mobilization budget under the overall supervision of the Governance program lead.

  4. Strong collaboration with program implementation teams.

  5. Supervision of partners who contribute to the advocacy and the social civil society mobilisation.

  6. Work with the team, partners, and MEAL coordinator to capture lessons learned.

  7. Conduct ongoing evaluation of advocacy actions undertaken and propose corrective actions as necessary.

  8. Conduct and/or organize regular field visits and scouting

  9. Liaise with other ongoing efforts by CSO, INGO, peers and UN or government on matters related to the program thematic.

  10. Consolidate and validate financial reports and advocacy activities with partners and with the funding officer for donor reporting.

2. Advocacy.

  • Coordinate the design, planning and implementation of the project's advocacy strategy at the level of each province considering the local context.
  • Develop advocacy strategies for the project in line with the project priorities in the implementing provinces and at the national level.
  • Develop and implement the project's advocacy strategy at the national level according to the identified common problems and priorities from the project targeted provinces.
  • Develop and implement operationalization plan for local and provincial governance committees the project's advocacy plan to strengthen the presence of governance committees (Women's Forum, Community Governance Committees…), human rights CSOs, particularly women's rights CSOs... to participate and contribute in key advocacy forums at the territorial, provincial and national levels.
  • Build and maintain relationships with key actors, partnership and networking with gender, good governance and advocacy specialists from peer NGOs, national and international agencies and institutions.
  • For the purpose of campaigning and/or lobbying agendas, identify external "decision makers" (territory, provincial and national level, and regional when appropriate) and relevant actors to influence and support the implementation of laws , to adopt and implement laws in favor of good governance, gender equity and equality for sustainable and inclusive development.
  • Produce quarterly advocacy briefs in line with the project's advocacy strategy, based on achievements on the ground and information gathered by program partners.
  • Capacity building - and support of partner advocacy activities.
  • Organize regular advocacy meetings with policy makers, donors, and the media on project issues, including national conferences and side events at international conferences organized by the UN, EAC or AU
  • Establish relationships with relevant stakeholders, including territorial, provincial, and national decision makers, and local and international NGOs.
  • Contribute to the creation of data collection tools for advocacy in collaboration with the M&E department
  • Ensure, in collaboration with the M&E Coordinator, the proper use of monitoring and evaluation tools for advocacy to ensure the traceability of the impact of advocacy activities at the community and national levels.
  • Represent OXFAM in external advocacy meetings and provincial and national platforms.
  • Ensure that gender analysis is applied at all levels of planning and implementation.
  • Ensure that Oxfam's gender approach (women at the heart of all our actions), is integrated into project activities at all levels of intervention (community, territorial, provincial, partners), and that they result in effective and innovative activities
  • Beyond the theme of governance, this position is also responsible for being the central pillar of advocacy within the project. The Coordinator position manages and implements the project's advocacy strategies including engagement with government, local, provincial, national institutions, and multilateral organizations.
  • Monitor, collect information and analyse current government policies and the context related to human security, protection, gender, youth, and transitional justice.
  • Proactively collect and analyse information that would enhance the focus of advocacy work in the country and share with the country office, HQ and the AIDS donor as well as other international institutions (UN, EU, AU, etc)
  • Produce and deliver information materials, policy position statements and public communication tools.
  • Contribute to the writing of internal/external advocacy articles and blogs.
  • Develop a strong network with civil society and political actors at the national level to inform and improve advocacy messages and tactics
  • Strengthen the organizational and technical capacity of local civil society organizations and their ability to influence Congolese decision makers
  • Act as a link between national civil society and regional platforms
  • Advise on the project's advocacy messages and strategies

3. Technical framework and program quality

  • Make sure the programme is implemented in accordance with the requirements and criteria established within the programme and responds to Oxfam programme quality standards.
  • Participate in the steering committee of the project.
  • Realize periodical programme review workshops, document lessons learnt and adapt the programme following lessons learnt.
  • Network with different governance actors including the government, INGOs, local NGOs and others on governance issues.
  • Implement the influencing strategy that is part of the programme and advocate for solutions to governance priorities signalled by the programme.
  • Shape programme strategies that strengthen women’s participation at different levels.
  • Assure the programme and its activities are conflict sensitive.
  • Support on fundraising for governance.
  • In collaboration with the MEAL department and the project's MEAL focal point, develop a monitoring and evaluation plan for the gender and advocacy components.
  • Identify innovations, new programmatic approaches and good practices and make recommendations for strategic changes or implementation methodology to improve the effectiveness of activities and their sustainability in the specific areas of good governance and advocacy.
  • Contribute to the review of partner reports in their governance and advocacy components.
  • Prepare and contribute to the development of quality Terms of Reference for external consultations and evaluations related to the project.
  • Participate in the selection and technical monitoring of external consultants for the project.
  • Support the design of new programmatic interventions based on the recommendations of studies and evaluations.
